Job Overview:
The Programme Management Officer (Accountability and Risk Management) will play a critical role in supporting the Executive Officer in fulfilling fiduciary accountability responsibilities over the Country and Regional Pooled Funds, including a recent award from the United States. This position focuses on implementing enterprise risk management across OCHA’s programs and operations, ensuring compliance with UN regulatory frameworks, and overseeing the management of pooled funds. The incumbent will work closely with various stakeholders to ensure effective monitoring and oversight of humanitarian programs, contributing to the overall mission of OCHA. The role requires a proactive approach to identifying risks and implementing strategies to mitigate them, as well as a commitment to enhancing the effectiveness of humanitarian responses through sound management practices.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including but not limited to: supporting the Executive Officer in fiduciary responsibilities related to pooled funds oversight; liaising with oversight bodies on audit and evaluation processes; advising on the management of the US award for pooled funds; serving as the focal point for corporate enterprise risk management; ensuring compliance with the Enterprise Risk Management (ERM) risk register; leading ERM training for staff; coordinating UN and OCHA reform processes; developing and evaluating programs/projects; monitoring program implementation; conducting legal and regulatory reviews; preparing written outputs such as reports and background papers; providing substantive support for meetings and conferences; initiating outreach activities; leading field missions; coordinating budgetary matters; and analyzing data to identify trends for informed decision-making.

Required Qualifications:
Candidates must possess in-depth knowledge of country-based pooled fund management, oversight, compliance, and regulatory frameworks. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities effectively. Strong analytical skills, including the ability to interpret data and convey information to management, are essential. The candidate should also show a commitment to gender perspectives and equal participation in all areas of work, along with a professional demeanor and the ability to work under pressure.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of program management and the regulatory environment in which OCHA operates.

Experience:
A minimum of seven years of progressively responsible experience in project or program management, administration, or a related area is required. At least three years of this experience must be at the international level. Candidates should have specific experience in managing Country-based Pooled Funds within the UN system or a comparable international organization, as well as experience in risk management and compliance processes. Experience in oversight, monitoring, and evaluation of humanitarian programs is also essential, while experience in complex legal analysis and review is desirable.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. Additionally, proficiency in either Arabic, French, or Spanish is desirable. Candidates should refer to the UN Language Framework for the minimum required level of proficiency in these languages, which is important for effective communication within the organization and with external partners.
