Job Overview:
The System Development Consultant will play a crucial role in the Financing for Development Section (FFDS) of the Macroeconomic Policy and Financing for Development Division (MPFD) at UN ESCAP. This position is focused on the design, development, and operationalization of a digital sustainability reporting and disclosure system for the Securities and Exchange Regulator of Cambodia (SERC). The consultant will be responsible for conducting needs assessments, defining system architecture, and ensuring that the system aligns with international sustainability reporting standards. The consultant will also lead capacity-building initiatives, including monthly webinars and the development of e-learning materials, to ensure effective use of the system by government officials and market participants. The ultimate goal is to enhance the capacity of member states in mobilizing sustainable finance and improving corporate reporting practices related to sustainability.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including leading the end-to-end design and development of the sustainability reporting and disclosure system. This involves conducting initial needs assessments and consultations with government counterparts and stakeholders to identify reporting needs and user requirements. The consultant will develop the system architecture, reporting logic, and user interface, ensuring that it incorporates relevant international standards and local regulatory frameworks. Additionally, the consultant will prepare technical and user documentation, test and refine the system based on feedback, and deliver the final system to government authorities. The consultant will also be responsible for conducting monthly capacity-building webinars, developing training materials, and providing ongoing technical support during the rollout phase.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields related to sustainable finance, economics, accounting, information systems, or environmental management. A strong background in sustainability reporting and disclosure system development is essential. Candidates should demonstrate familiarity with major sustainability reporting standards such as ISSB, SASB, and GRI, as well as local regulatory frameworks like the ESG disclosure Prakas in Cambodia. Strong interpersonal, drafting, and coordination skills are required, along with the ability to work collaboratively in multicultural environments. Candidates must also have experience in delivering capacity-building activities and producing digital training content.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in sustainable finance, finance, economics, accounting, information systems, computer science, business administration, environmental management, or a related field is required for this position. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively develop and implement a sustainability reporting and disclosure system.

Experience:
Candidates must have a minimum of 3 years of professional experience in leading the development of digital systems related to sustainability reporting and disclosure. This experience should include work with companies, regulatory bodies, financial institutions, or public institutions. Candidates should demonstrate a strong understanding of how to integrate sustainability reporting standards into practical digital systems and have a proven track record of delivering capacity-building initiatives.

Languages:
Excellent written and spoken English is required for this position. Proficiency in additional languages may be considered an asset, but English is mandatory for effective communication and documentation.

Additional Notes:
The contract duration for this position is expected to be from 15 September 2026 to 15 March 2027, with a total compensation of USD 60,000 for six months, contingent upon the satisfactory delivery of final deliverables. The consultant will be required to conduct monthly webinar-based capacity-building sessions and submit final e-learning materials.
