Job Overview:
The consultancy position is designed to provide technical reports and analytical products that support the implementation of activities related to science, technology, innovation, technology extension, and entrepreneurship. This role is part of the Cooperation Agreement between the Republic of Korea and ECLAC, aimed at enhancing the region's capabilities in these critical areas. The consultant will be expected to engage in various activities that contribute to the work agenda of the Production, Productivity and Management Division, particularly focusing on productive development and innovation policies. The position requires a proactive approach to research, analysis, and the generation of knowledge products that will aid in the decision-making processes of member states.

Duties and Responsibilities:
The consultant will be responsible for a wide range of activities, including but not limited to:
  • Assisting in the organization and implementation of expert group meetings, policy dialogues, seminars, regional workshops, and other events focused on science, technology, and innovation policies.
  • Providing substantive support to intergovernmental processes, including the Conference on Science, Innovation and ICT of ECLAC, which involves preparing background documents, reports, and summary reports of meetings.
  • Contributing to analytical work and knowledge generation on productive development policies, innovation policies, and technology extension services in Latin America and the Caribbean.
  • Supporting the preparation and implementation of technical cooperation activities, including conducting diagnostic assessments and formulating policy recommendations.
  • Conducting research, compiling information, and contributing to the preparation of publications and other knowledge products related to science, technology, and innovation policies.
  • Participating in international, regional, or national meetings related to productive development, innovation, and technological transformation.
  • Performing various administrative tasks necessary for the final delivery of the work unit's services and participating in staff meetings as required.

Required Qualifications:
Candidates must possess a university degree in economics, engineering, public policy, or related disciplines. An advanced university degree, such as a Master's or Doctorate, is desirable. Additionally, a minimum of three years of progressively responsible experience in economic research and analysis, policy formulation, and the application of economic principles in development programs is required. Experience working in Latin American and Caribbean countries is also desirable. Candidates should demonstrate the ability to apply economic theories and concepts across different sectors of economic and sustainable development, particularly in science, technology, innovation, technology extension services, entrepreneurship, and productive development policies. Proficiency in advanced computer skills, particularly in the Microsoft Office Suite, is mandatory.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as economics, engineering, public policy, or related disciplines. An advanced degree (Master's or Doctorate) is preferred, indicating a higher level of expertise and understanding of the complexities involved in economic development and policy formulation.

Experience:
The position requires a minimum of three years of progressively responsible experience in areas such as economic research, analysis, and policy formulation. Candidates should have a proven track record of applying economic principles in development programs and should ideally have experience working within the context of Latin American and Caribbean countries, which will enhance their understanding of the regional challenges and opportunities.

Languages:
Fluency in English is required for this position, as it is essential for communication and reporting purposes. Additionally, fluency in Spanish is desirable, as it will facilitate engagement with local stakeholders and enhance the consultant's ability to operate effectively within the region.
