Job Posting Organization:
The position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS). This office is dedicated to mobilizing and coordinating international support and resources for the effective implementation of the Programme of Action for the Least Developed Countries. It aims to enhance monitoring and follow-up while raising awareness and advocating for the special needs of least developed countries. The office operates under the guidance of the Chief and the Senior Economic Affairs Officer, Subprogramme 1.

Job Overview:
The Finance and Budget Officer will play a crucial role in the financial management and budgetary processes of the UNOHRLLS. This position involves reviewing, analyzing, and finalizing the preparation of the annual programme plan and its revisions based on departmental submissions. The officer will provide substantive support to intergovernmental and expert bodies in their review of the annual programme plan, ensuring that legislative mandates are accurately translated into program budgets. The role also includes budget preparation, administration, and monitoring, ensuring compliance with UN regulations and rules. The officer will be responsible for issuing allotments, managing budget implementation, and preparing budget performance submissions, among other duties. The Finance and Budget Officer will also provide guidance and training to office staff on budgetary and financial policies and procedures, ensuring that the office operates efficiently and effectively in its financial dealings.

Duties and Responsibilities:
The Finance and Budget Officer will be responsible for a variety of tasks, including: reviewing and finalizing the annual programme plan and its revisions; providing support to intergovernmental bodies in their budget review; ensuring compliance with legislative mandates in program budgets; preparing cost estimates and budget proposals; managing and monitoring budget implementation; issuing allotments and authorizing sub-allotments; preparing budget performance reports; ensuring compliance with UN regulations regarding travel and procurement; providing advice and guidance to office staff; participating in inter-departmental meetings; drafting reports on budgetary issues; conducting research and analysis of budgetary policies; acting as Certifying Officer under Financial Rule 110.4; assisting in the review of host country agreements; supporting logistical arrangements for conferences; and representing the office in meetings.

Required Qualifications:
Candidates must possess a strong knowledge of financial and budgetary principles and practices, as well as experience in budget development and financial administration. The ability to develop budgetary policies and procedures is essential, along with the capability to formulate new strategies and technical approaches to budgetary matters. Candidates should demonstrate professionalism, accountability, and the ability to analyze and interpret data to support decision-making. They should also be able to incorporate gender perspectives into their work and ensure equal participation of women and men in all areas.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in finance, administration, budget, or business administration is required. Candidates should have experience in preparing programme plans and budgets, coordinating activities related to budget and funding, and be familiar with Enterprise Resource Planning (ERP) systems. Experience in managing extra-budgetary resources and in data analytics or related areas is desirable, as is experience in human resource management.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, but proficiency in English is mandatory for this job opening.
