Job Overview:
The Finance and Budget Assistant position is integral to the financial operations of the UNON, specifically within the Budget and Financial Management Services (BFMS) and the Division of Administrative Services (DAS). The role involves supporting the Finance/Budget Officers in various financial tasks, including budget preparation, financial reporting, and accounting administration. The assistant will be expected to assist in the preparation of budget proposals, generate expenditure reports, and conduct preliminary analyses of financial data. This position requires a strong understanding of financial regulations and procedures within the UN framework, as well as the ability to work collaboratively with various stakeholders to ensure compliance and accuracy in financial reporting. The Finance and Budget Assistant will also be responsible for maintaining financial records, processing accounting transactions, and supporting payroll operations, ensuring that all financial activities are conducted in accordance with established policies and procedures.

Duties and Responsibilities:
The Finance and Budget Assistant will undertake a variety of responsibilities, including but not limited to: assisting in the preparation of budget documents, supporting the Finance/Budget Officers in data extraction and report generation, consolidating data for budget reviews, preparing pre-encumbrances and obligations in the ERP system, drafting financial reports, and ensuring the accuracy of financial transactions. The assistant will also be involved in investigating discrepancies in accounting transactions, maintaining financial records, reconciling accounts, and supporting payroll operations. Additionally, the role includes providing administrative support to the finance team, drafting correspondence related to financial matters, and assisting in the collection and analysis of financial data for reporting purposes.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with additional training in finance, administration, or project management being desirable. A recognized accountancy qualification such as CPA, ACCA, or CIPFA is also preferred. The role requires a strong understanding of financial rules and regulations, as well as the ability to apply these in a practical context. Candidates should demonstrate professionalism, accountability, and client orientation in their work, with a commitment to gender equality and inclusivity in the workplace.

Educational Background:
Completion of a high school diploma or equivalent is required for this position. Further training in finance, administration, or project management is desirable, as it enhances the candidate's ability to perform the duties effectively. A recognized accountancy qualification is also considered a significant asset for applicants.

Experience:
A minimum of five years of experience in finance, budget, accounting, or a related area is required for this position. However, this requirement is reduced to three years for candidates who hold a first-level university degree or higher. Experience with ERP systems is essential, and candidates should have at least one year of experience in analyzing HR-related entitlements and processing payroll transactions within an international organization. Familiarity with Generally Accepted Accounting Principles (GAAP), IFRS, and IPSAS is also desirable, as is knowledge of the UN's financial regulations and procedures.

Languages:
English is the required working language for this position, with proficiency in French being an advantage. Candidates must demonstrate a minimum required level of proficiency in English according to the UN Language Framework, which can be referenced for specific skill requirements.
