Job Overview:
The Senior Technical Assistance Officer (STAO) will play a pivotal role in the Institute for Capacity Development’s Global Partnerships Division (ICDGP) at the IMF. This position is primarily focused on expanding the IMF’s fundraising base in Asia and developing new partnerships that will enhance the organization’s capacity development efforts in the region. The STAO will be responsible for mobilizing external resources, building and strengthening relationships with regional donor partners, and enhancing the strategic positioning of the IMF’s capacity development initiatives. The successful candidate will be expected to take up the post in Singapore in the Fall, and the assignment is set for a duration of three years. This role requires a proactive approach to fundraising and partnership development, as well as the ability to navigate complex stakeholder relationships effectively.

Duties and Responsibilities:
The STAO will lead and drive fundraising efforts to mobilize external financing for IMF capacity development from new partners in Asia, aiming to expand the IMF’s donor base. Key responsibilities include building and maintaining strong relationships with government authorities, development agencies, and regional organizations to support fundraising objectives. The STAO will represent the IMF in selected engagements with current and prospective donor partners and serve as a key interface between ICDGP headquarters and regional partners. Coordination with IMF departments and field offices is essential, as is leading or supporting the preparation and negotiation of contribution agreements and partnership frameworks. The STAO will ensure alignment between donor priorities and IMF capacity development strategies, conduct outreach and communications efforts, and organize high-level events and strategic dialogues to promote fundraising initiatives. Monitoring the implementation of partner-funded activities and contributing to high-quality donor reporting will also be part of the role. Additionally, the STAO will prepare briefing materials and strategic updates to support fundraising and engagement with partners.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent in business, finance, budgeting, accounting, statistics, computer science, or a related field, or hold a Certified Public Accountant (CPA) or similar professional certification. A minimum of eight (8) years of relevant professional experience is required, or alternatively, a minimum of two (2) years of experience in a related position at Grade A12 or equivalent. 8-10 years of relevant professional experience in donor fundraising is highly desirable, along with proven experience in fundraising, donor relations, or partnership development, particularly with exposure to Asia. Candidates should have experience working with development partners, international organizations, or government agencies, preferably in Asia, and possess strong knowledge of development assistance and capacity development issues. Understanding IMF policies, operations, and capacity development activities would be a strong asset. The ability to manage complex stakeholder relationships and contribute to negotiations is essential, as are excellent communication, organizational, and drafting skills. A thorough knowledge of the IMF’s budget and technical assistance systems would be desirable, along with the ability to work independently, manage multiple priorities, and deliver under tight deadlines.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as business, finance, budgeting, accounting, statistics, computer science, or a related discipline. Alternatively, candidates may hold a Certified Public Accountant (CPA) designation or a similar professional certification. This educational foundation is crucial for understanding the complexities of fundraising and capacity development within the context of the IMF's operations.

Experience:
The position requires a significant level of experience, specifically a minimum of eight (8) years of relevant professional experience in areas related to donor fundraising, partnership development, or similar fields. Candidates with 8-10 years of experience in donor fundraising are highly desirable. Additionally, experience working with development partners, international organizations, or government agencies, particularly in the Asian context, is preferred. Proven experience in managing complex stakeholder relationships and contributing to negotiations is essential for success in this role.

Languages:
Excellent English drafting and language skills are mandatory for this position. A working knowledge of an Asian language would be considered an advantage, as it may facilitate communication and relationship-building with regional partners and stakeholders.

Additional Notes:
The selected candidate will maintain their open-ended status if they are a regular staff member. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
