Job Overview: The ILO Project Manager will be based in the ILO Regional Office for Africa in Abidjan, Côte d’Ivoire, and will play a crucial role in the Responsible Business Conduct in Africa Project (RBC-Africa). This project is a collaborative initiative involving multiple organizations, including the ILO, International Trade Centre (ITC), OECD, OHCHR, and UNDP, funded by the European Union. The Project Manager will be responsible for the day-to-day coordination and management of the ILO-led outputs within the project, ensuring that objectives are met within the approved time frame and budget. The role requires providing high-quality technical advisory services to various stakeholders, including governments, social partners, and ILO Country Offices, to support the development and implementation of responsible business conduct programs across 11 target countries in Africa. The Project Manager will also ensure compliance with ILO financial rules and regulations while promoting ILO policies related to decent work and responsible business conduct.
Duties and Responsibilities: The Project Manager will have a wide range of responsibilities, including:
Ensuring effective implementation of ILO-led outputs in the 11 target countries, including planning, monitoring, and delivering project activities in accordance with ILO policies and guidelines.
Coordinating the organization of regional and sub-regional activities and events, ensuring synergy with other implementing organizations.
Managing the project budget and funds allocated to the ILO for the project, ensuring effective financial management.
Preparing project implementation and closure reports, highlighting achievements and challenges.
Representing the ILO in joint programme structures and meetings with other implementing organizations.
Providing policy and technical advice to relevant stakeholders on responsible business conduct and decent work.
Analyzing economic, social, and political trends in the target countries to inform project development.
Identifying training needs and organizing workshops for tripartite partners and other stakeholders. 1
Strengthening relationships with governments, NGOs, and donor organizations to enhance project visibility and collaboration. 1
Writing and disseminating knowledge products related to the project, ensuring effective communication of project activities and outcomes.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in economics, social sciences, business administration, law, or a relevant field. Alternatively, a first-level university degree (Bachelor's or equivalent) in a relevant field, combined with an additional two years of relevant experience, will be accepted. Candidates should have at least seven years of relevant professional experience, including experience at the regional or international level in implementing development cooperation projects related to responsible business conduct. Proven management experience, preferably within the ILO or a UN agency, is essential, along with knowledge of project cycle management, partnership building, and resource mobilization.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in fields such as economics, social sciences, business administration, law, or other relevant disciplines. A first-level university degree (Bachelor's or equivalent) may be accepted if accompanied by additional relevant experience. This educational foundation is crucial for understanding the complexities of responsible business conduct and the socio-economic context of the target countries.
Experience: Candidates should have a minimum of seven years of relevant professional experience, particularly in the areas of responsible business conduct and development cooperation. This experience should include leadership roles in project implementation, technical backstopping, and managing multi-partner projects. Familiarity with the African context and experience in managing development cooperation projects involving various international organizations will be considered advantageous.
Languages: Excellent knowledge of English is mandatory, along with a working knowledge of French, as the project encompasses both English-speaking and French-speaking countries in Africa. Proficiency in these languages is essential for effective communication with stakeholders and partners across the region.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension based on the availability of funds and the continuing need for the role.
