Job Overview: The People and Culture Specialist (Workforce Planning) position is situated within the Division of People and Culture (DPC) at UNICEF. This role is pivotal in contributing to the organization’s talent management and workforce planning priorities. The specialist will work under the supervision of the P4 People and Culture Manager (Talent Acquisition and Engagement) and will collaborate closely with the Chief of Talent Management. The position involves developing a strategic case for workforce planning to secure buy-in from senior leadership and implementing a strategic workforce planning approach. This includes a data-driven methodology to enhance the talent management lifecycle and leading skills mapping initiatives. The specialist will engage with colleagues across the organization to identify future talent needs, assess existing talent through skills mapping, and address talent gaps to meet organizational capability requirements. The role also encompasses collaboration on talent acquisition and development aspects of a comprehensive talent management strategy.
Duties and Responsibilities: The key functions and responsibilities of the People and Culture Specialist include:
Implementing strategic workforce planning initiatives that align with UNICEF's goals.
Fostering an organizational culture that promotes diversity, equity, and inclusion (DEI).
Engaging in learning and capacity-building efforts to enhance workforce skills.
Collaborating with various stakeholders to ensure effective talent management and workforce planning.
Conducting skills mapping and identifying talent gaps to inform recruitment and development strategies.
Supporting the implementation of innovative People and Culture programs tailored to the evolving needs of the organization.
Required Qualifications: To qualify for this role, candidates must possess an Advanced University Degree in Human Resources management, business management, Organizational Development, Industrial-Organizational Psychology, Data Analytics, Public Administration, international relations, or a related field. Additionally, candidates should have a minimum of five years of progressively responsible professional experience in Human Resources/People and Culture management or Organizational development within an international organization or large corporation. Candidates should demonstrate experience in implementing targeted People and Culture strategies and programs, a strong understanding of talent management and workforce planning, and the ability to analyze systemic issues and provide actionable insights.
Educational Background: Candidates are required to have an Advanced University Degree in relevant fields such as Human Resources management, business management, Organizational Development, Industrial-Organizational Psychology, Data Analytics, Public Administration, or international relations. This educational background is essential to ensure that candidates have the theoretical knowledge and practical skills necessary for effective workforce planning and talent management.
Experience: The position requires a minimum of five years of increasingly responsible professional experience in Human Resources/People and Culture management or Organizational development. This experience should ideally be within an international organization or a large corporation, demonstrating a solid understanding of the complexities involved in managing diverse workforces and implementing effective People and Culture strategies.
Languages: Proficiency in English at a fluent level is mandatory for this position. Additionally, knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered desirable. This linguistic capability is important for effective communication and collaboration within the diverse environment of UNICEF.
