Job Overview: The Administration and Finance Specialist will play a crucial role in supporting UNICEF's Ebola response in Bunia, Democratic Republic of the Congo. Under the supervision of the Operations Manager, the incumbent will be responsible for providing dedicated administrative and financial support to ensure the efficient management of financial and administrative processes necessary for sustaining emergency operations. This includes ensuring compliance with UNICEF rules and procedures, particularly during corporate activation periods, and facilitating effective support for field implementation. The role requires strong coordination skills, adaptability, and cultural sensitivity to address the complex challenges posed by the ongoing Ebola outbreak and to support vulnerable populations, especially children and at-risk communities.
Duties and Responsibilities: The major duties and responsibilities of the Administration and Finance Specialist include:
Strategic administrative and financial management for emergency operations, ensuring timely service delivery and compliance with UNICEF's Simplified Emergency Procedures.
Overseeing financial processes related to the Ebola response, including budgeting, forecasting, and financial reporting.
Coordinating with various stakeholders, including government authorities, UN agencies, and implementing partners, to ensure effective collaboration and resource allocation.
Providing financial oversight and ensuring adherence to UNICEF's financial policies and procedures.
Supporting the Operations Manager in decision-making through analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and risk identification.
Contributing to the development of operational strategies and processes to enhance the efficiency of emergency response efforts.
Engaging in community outreach and engagement initiatives to promote health-seeking behaviors and support for vulnerable populations.
Required Qualifications: To qualify for this position, candidates must possess the following qualifications:
An advanced university degree in finance, accounting, business administration, management, or a related field.
A minimum of five years of progressively responsible professional experience in administration, finance, accounting, or operations support, with a focus on financial oversight and compliance.
Proficiency in Microsoft Office, particularly Excel, and familiarity with ERP systems such as SAP.
Advanced knowledge of IPSAS and IFRS is considered an asset.
Demonstrated experience in emergency settings, humanitarian response, or outbreak response is highly desirable.
Educational Background: Candidates must hold an advanced university degree in finance, accounting, business administration, management, or another relevant field. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills required for effective financial and administrative management in a complex emergency context.
Experience: The position requires a minimum of five years of progressively responsible professional experience in administration, finance, accounting, or operations support. Candidates should have experience with financial oversight, compliance, and operational coordination, particularly in emergency or humanitarian settings. Relevant experience at the country level, especially in fragile or conflict-affected environments, is highly desirable. Experience supporting management decision-making through financial analysis and risk identification is also strongly preferred.
Languages: Fluency in French is required for this position. Additionally, knowledge of another official UN language (such as English, Arabic, Chinese, Russian, or Spanish) or a local language is considered desirable, as it can enhance communication and collaboration with diverse stakeholders in the region.
