The Partnership for Action on Green Economy (PAGE) is an interagency initiative that includes organizations such as the International Labour Organization (ILO), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR), and United Nations Development Programme (UNDP). PAGE supports nations in reframing economic policies around sustainability to foster economic growth, create jobs, reduce poverty, and strengthen ecological foundations. The Economic and Fiscal Policy Unit (EFPU) executes PAGE country delivery activities on behalf of UNEP, focusing on sustainable economic practices.

Job Overview:
The consultancy aims to strengthen institutional capacities in Guatemala regarding Sustainable Public Procurement (SPP). The primary objective is to design and deliver a concise and practical training program for public officials, structured around three sessions, and supported by tailored training materials. This course will introduce key concepts of Sustainable Public Procurement, provide practical examples relevant to the Guatemalan context, and assist participants in identifying opportunities for incorporating sustainability considerations into their procurement practices. Additionally, the consultancy will produce a final document that systematizes the main lessons from the training sessions, participant feedback, and practical recommendations for advancing Sustainable Public Procurement in Guatemala. The training program is expected to enhance the knowledge and skills of public officials, enabling them to implement sustainable practices in their procurement processes effectively.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables throughout the consultancy. The first deliverable involves creating a Sustainable Public Procurement Course Proposal and Design Package, which includes reviewing relevant background materials, UNEP/PAGE resources, and available SPP instruments. The consultant will analyze the Guatemalan institutional and procurement context, identify training needs, and prepare a proposed course structure and methodology for three training sessions. This proposal will be presented to UNEP/PAGE focal points and national counterparts for technical review, with revisions incorporated as necessary. The second deliverable entails the development and delivery of the Sustainable Public Procurement Training, which includes creating PowerPoint presentations and supporting materials for the training sessions, conducting the training sessions, documenting participation and key discussion points, collecting participant feedback, and preparing a final report summarizing the training process and recommendations for follow-up actions. All final training materials and documentation must be submitted to UNEP/PAGE by the specified deadlines.

Required Qualifications:
Candidates must possess an advanced university degree (Master's level or above) in Economics, Public Policy, or a related field. A minimum of five years of proven experience in areas related to sustainable public procurement, public procurement, environmental policy, sustainable development, public finance, or green economy is required. Additionally, candidates should have demonstrated experience in designing and delivering training programs, workshops, or capacity-building activities for public officials or institutional stakeholders. Knowledge of public procurement systems and institutional processes in Latin America, particularly in Guatemala, is desirable, along with familiarity with Guatemala's public procurement framework. The ability to translate technical concepts into practical guidance for non-specialist audiences and experience in preparing technical reports, training materials, and workshop documentation are also desirable qualifications. Familiarity with UNEP, PAGE, or other international frameworks on sustainable public procurement and green economy is considered an asset.

Educational Background:
The position requires an advanced university degree, specifically at the Master's level or above, in fields such as Economics, Public Policy, or related disciplines. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and analytical skills to effectively design and deliver the training program on Sustainable Public Procurement.

Experience:
Candidates should have at least five years of relevant experience in areas such as sustainable public procurement, public procurement, environmental policy, sustainable development, public finance, or green economy. This level of experience is crucial for understanding the complexities of public procurement processes and the integration of sustainability considerations into these practices. Proven experience in designing and delivering training programs or capacity-building activities for public officials or institutional stakeholders is also required, as it demonstrates the candidate's ability to effectively communicate and engage with the target audience.

Languages:
Fluency in Spanish is mandatory, as the training will be conducted in this language. Additionally, knowledge of English is required, which may facilitate communication with international stakeholders and access to relevant resources.
