Job Overview:
The Programme Policy Officer (CBT & Livelihood) position at WFP is designed for individuals who are passionate about contributing to food assistance programs and policies that effectively meet the needs of vulnerable populations. Duties and Responsibilities:
The duties and responsibilities of the Programme Policy Officer (CBT & Livelihood) include but are not limited to:
  • Contributing to the development of a limited number of projects, plans, and processes, ensuring alignment with wider program policies and guidance.
  • Providing project management support to specific and defined programs and projects of small to moderate size, ensuring a coordinated approach that complies with WFP standards and procedures.
  • Following data gathering and monitoring systems to maintain rigorous quality standards.
  • Researching and analyzing policy and operational issues to support senior colleagues in developing policies, programs, and activities.
  • Preparing accurate and timely reports on programs and activities to enable informed decision-making and consistency of information presented to stakeholders.
  • Liaising with internal counterparts to ensure effective collaboration and monitor ongoing projects.
  • Supporting the identification, development, and management of potential partnerships to enhance food assistance packages.
  • Assisting in the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs.
  • Providing guidance to support staff, acting as a point of referral and assisting them with analysis and queries. 1
  • Supporting the technical overview and operationalization of WFP food and cash-based assistance at the national level. 1
  • Coordinating with Provincial Offices and other functional units at the Country Office to guide emergency or conditional response modalities. 1
  • Facilitating situation updates, project progress updates, and tracking of distributions. 1
  • Participating in the Field Level Agreements processes, contracting of partners, and budget programming.

Required Qualifications:
The required qualifications for the Programme Policy Officer (CBT & Livelihood) position include:
  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance. Alternatively, a First University Degree with an additional two years of related work experience at a professional or managerial level.
  • A minimum of one year of post-graduation professional/managerial level experience in the development sector related to Emergencies and Livelihood, specifically in Cash Based Transfers (CBT).
  • Technical knowledge of cash-based transfers and food distributions at a managerial level during national emergencies and development contexts.
  • Deep experience and technical knowledge of livelihoods, recovery, and emergency response activities.
  • Excellent professional coordination, supervision, conflict resolution, and liaising skills.
  • Experience working in both field and country offices in relevant capacities.

Educational Background:
Candidates must possess an Advanced University degree in fields such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other relevant areas related to international development assistance. Alternatively, candidates with a First University Degree and an additional two years of related work experience at a professional or managerial level will also be considered. This educational background is essential to ensure that candidates have the necessary theoretical knowledge and practical skills to effectively contribute to WFP's mission and objectives.

Experience:
The position requires a minimum of one year of post-graduation professional or managerial level experience in the development sector, particularly related to Emergencies and Livelihood, with a focus on Cash Based Transfers (CBT). Candidates should have demonstrated experience and technical knowledge of cash-based transfers and food distributions during national emergencies and in development contexts. Additionally, candidates should possess deep experience in livelihoods, recovery, and emergency response activities, showcasing their ability to manage and coordinate projects effectively.

Languages:
Fluency in English and Urdu is mandatory for this position. Knowledge of an additional local language is considered an advantage, as it can enhance communication and engagement with local communities and stakeholders.
