Job Overview:
The consultancy position is designed to support the UNFPA Country Office in Nepal by developing a country-specific brief based on the outputs of a multi-country research project. The primary objective of this role is to synthesize findings from the Population Council's research, which analyzes the drivers of declining fertility rates and evaluates policy responses in the context of Nepal's demographic transition. The consultant will be responsible for producing targeted policy briefs that will be utilized by UNFPA country offices for advocacy, policy dialogue, and positioning at both national and subnational levels. This role requires a deep understanding of the implications of demographic changes, particularly in relation to reproductive rights and family planning, and the ability to translate complex data into actionable policy recommendations that resonate with stakeholders.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including consulting with UNFPA focal points to align on the scope of work and expected deliverables. They will review the multi-country research report to extract Nepal-specific data and findings, analyze existing constitutional and legal frameworks regarding rights-based planning and bodily autonomy, and synthesize findings from previous studies and surveys. The consultant will also analyze the implications of fertility decline in relation to population aging and labor force dynamics, develop a demographic resilience policy note, and facilitate a consultation meeting with stakeholders to refine policy recommendations. The final deliverables will include comprehensive policy briefs that frame the findings of the research and provide actionable messages for national decision-makers.

Required Qualifications:
Candidates must possess strong analytical skills and the ability to synthesize complex information into clear, concise policy briefs. They should have a demonstrated understanding of sexual and reproductive health and rights, family planning, and rights-based approaches. Additionally, candidates should exhibit strong writing skills in both English and Nepali, with experience in translating research into documents targeted at government and development partners. The ideal candidate will also have a commitment to UNFPA's values and principles, including integrity, cultural diversity, and accountability.

Educational Background:
An advanced degree in public health, population studies, gender studies, social sciences, or a related field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of demographic transitions and the implications for reproductive health and rights.

Experience:
Candidates should have at least two years of relevant experience in research, data analysis, evidence generation, and policy brief preparation. Experience in advocacy related to sexual and reproductive health and rights is highly desirable, as is familiarity with the ICPD Programme of Action principles. The ability to work collaboratively with diverse stakeholders and translate research findings into practical policy recommendations is essential.

Languages:
Strong writing skills in both English and Nepali are mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders and communities.
