Job Overview: The ICT Analyst position is a critical role within the Eastern Europe and Central Asia Regional Office (EECARO) of UNFPA, responsible for overseeing the implementation of ICT policies and standards as well as providing Technology for Development (T4D) programmatic support. This position requires a strategic blend of core ICT operations and T4D support, ensuring that ICT infrastructure and end-user services operate effectively while integrating digital innovations into UNFPA's programming. The incumbent will report to the EECARO International Operations Manager and will play a vital role in aligning technology use with UNFPA's mission and strategic goals, particularly in achieving the International Conference on Population and Development (ICPD) and Sustainable Development Goals (SDGs). The role involves managing ICT resources, providing end-user support, and ensuring the confidentiality and integrity of ICT systems, all while fostering a culture of innovation and digital dexterity among program staff.
Duties and Responsibilities: The ICT Analyst will be responsible for a variety of duties, including:
Technology for Development (T4D) Programmatic Support: - Act as the primary liaison between EECARO programme teams and the global Digital Center of Excellence (CoE), facilitating the adoption and scaling of standardized digital solutions. - Assess current technology use across regional programmes and identify opportunities for improvement, providing technical assistance for the integration of AI and digital innovations. - Manage the planning and monitoring of T4D initiatives, facilitating pilot projects and providing technical oversight during the rollout of new technologies. - Develop training programs to enhance digital skills among programme staff and promote a culture of AI adoption. - Contribute to the development of strategic roadmaps for integrating technology into programme delivery.
Core ICT Operations & Resource Management: - Analyze and adapt corporate ICT strategies to meet the specific needs of the Regional Office, overseeing shared ICT services and implementing cybersecurity measures. - Provide end-user support, training, and troubleshooting for ICT matters, while maintaining and enhancing local ICT systems. - Manage ICT resources and budget, ensuring cost-effective procurement and tracking of ICT investments. - Ensure the security" style="border-bottom: 1px dotted #007bff !important;">security and continuity of ICT systems, maintaining compliance with security standards and preparing operational plans for emergency communication capabilities.

Required Qualifications: Candidates must possess an advanced university degree in Information Technology, Computer Science, Engineering, or a related discipline. Related professional certifications are also desirable. The position requires at least 2 years of progressively responsible experience in ICT, preferably in network infrastructure or cloud-based application administration. Demonstrated experience with Technology for Development (T4D) programmatic support, particularly in AI-related initiatives, is essential. Knowledge of local network infrastructure and viral protection systems is required, along with familiarity with UN security protocols. Relevant certifications in hardware and software management are desirable, as is a good understanding of Microsoft Windows, corporate ICT security, and ERP systems. Knowledge of Google Workspace is considered a significant advantage.
Educational Background: An advanced university degree in Information Technology, Computer Science, Engineering, or a related field is required for this position. Candidates with related professional certifications will be viewed favorably, as they demonstrate a commitment to ongoing professional development and expertise in the field.
Experience: The ideal candidate should have a minimum of 2 years of progressively responsible experience in ICT, with a focus on network infrastructure or cloud-based application administration. Experience in Technology for Development (T4D) programmatic support, particularly related to AI, is required. Candidates should also have a thorough understanding of ICT networks, connectivity concepts, and the ability to troubleshoot systems and software issues effectively.
