Job Overview: The M&E Officer position is crucial for the implementation of the Country Strategic Plan (CSP) for WFP Guinea. The role involves conducting final project evaluations, mid-term reviews, baseline studies, and other analyses to enhance accountability, institutional learning, and evidence-based decision-making. The selected consultants will be part of a roster that allows for quick mobilization to ensure quality, speed, and flexibility in executing these evaluations. The consultants will analyze WFP's interventions in various sectors, including security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, nutrition, school feeding, resilience, livelihoods, and humanitarian assistance. This position requires collaboration with program teams and adherence to WFP's standards and methodologies.
Duties and Responsibilities:
Develop context-specific methodological notes for evaluations.
Create data collection tools such as digital questionnaires and qualitative guides.
Conduct data collection through surveys, focus group discussions, and interviews with local authorities, beneficiaries, and partners.
Ensure data quality, validation, and cleaning processes are followed.
Analyze data using appropriate quantitative and qualitative approaches.
Evaluate projects based on OECD/DAC criteria, including relevance, effectiveness, efficiency, impact, and sustainability.
Integrate cross-cutting dimensions such as gender, protection, inclusion, and accountability to affected populations (AAP).
Write clear, structured reports that meet WFP standards.
Present findings to stakeholders, including WFP, government, and technical and financial partners.
Required Qualifications: Candidates must possess a Master's degree or equivalent in fields such as Economics, Statistics, Monitoring & Evaluation, Agronomy, Nutrition, Social Sciences, or a related area. They should have a minimum of 5 years of experience in monitoring and evaluation, particularly in similar contexts in West Africa, ideally in Guinea. Experience in conducting baseline studies, final evaluations, and project reviews is essential. Familiarity with UN agencies, international NGOs, or public institutions is highly desirable. Candidates should demonstrate proficiency in evaluation methods (both quantitative and qualitative) and have a solid understanding of the socio-economic context in Guinea.
Educational Background: A Master's degree or equivalent in relevant fields such as Economics, Statistics, Monitoring & Evaluation, Agronomy, Nutrition, or Social Sciences is required for this position. This educational background is crucial for understanding the complexities of the evaluations and analyses that the role entails.
Experience: The position requires at least 5 years of relevant experience in monitoring and evaluation, with a strong preference for candidates who have worked in similar contexts in West Africa, particularly in Guinea. Experience with UN agencies, international NGOs, or public institutions is highly valued, as it demonstrates familiarity with the operational environment and standards expected in humanitarian evaluations.
Languages: Fluency in French is mandatory, with excellent written and spoken skills. Intermediate proficiency in English is desirable. Knowledge of local languages such as Soussou, Peulh, or Malinké is considered a strong asset, enhancing communication with local stakeholders and beneficiaries.
Additional Notes: The contract type is a Special Service Agreement (SSA), with the duty station in Conakry, and may involve field missions and/or remote work as needed. The duration of assignments is variable, typically ranging from 15 to 90 days depending on the specific mission requirements.
