Job Overview:
The Head of Logistics Department (Logistics HOD) is a senior position within the Country Senior Management Team, based in Juba, South Sudan, with responsibilities that extend to field bases across the country. This role is pivotal in providing strategic leadership and operational management for logistics, procurement, supply chain, fleet management, ICT, and administrative functions. The Logistics HOD ensures that support services are compliant, efficient, and accountable, facilitating quality program delivery in a challenging and high-cost operational context. Reporting directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, the Logistics HOD is responsible for leading the logistics department to deliver high-quality, donor-compliant support services across all operational locations in South Sudan. This includes overseeing procurement, warehousing, fleet management, ICT, and administration, while ensuring compliance with internal standards and donor-specific requirements. The role also involves engaging with various stakeholders, including suppliers, customs authorities, and other NGOs, to ensure effective logistics operations.

Duties and Responsibilities:
The Logistics HOD has a comprehensive set of responsibilities that include:
  • Strategy and Planning: Developing and implementing a logistics strategy aligned with the country strategy and annual financing plans, contributing to strategic decision-making, and leading annual logistics planning.
  • Procurement and Supply Chain Management: Overseeing procurement processes, ensuring compliance with policies and regulations, maintaining supplier databases, and monitoring supply chain performance.
  • Warehousing, Stock Management, and Asset Control: Serving as custodian of warehouses, ensuring compliance with storage standards, and leading stock and asset counts.
  • Fleet Management: Developing fleet management guidelines, monitoring fleet performance, and managing vehicle rental contracts.
  • ICT Management: Ensuring reliable ICT infrastructure and implementing information security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies.
  • Administration: Overseeing administrative functions, including lease management and maintenance of facilities.
  • Compliance, Audit, and Risk Management: Leading logistics compliance frameworks, managing audit recommendations, and conducting risk assessments.
  • Team Management and Capacity Building: Managing logistics staff, supporting their development, and conducting training programs.
  • Coordination and Representation: Representing ACF in logistics forums and maintaining relationships with key stakeholders.

Required Qualifications:
Candidates must possess a Bachelor’s degree in business, economics, supply chain management, humanitarian studies, or a related field. An advanced degree or professional qualification in logistics or supply chain management (such as CIPS) is strongly preferred. Membership in a relevant professional supply chain body is an advantage. Candidates should have at least 5 years of senior-level humanitarian logistics experience, particularly in complex operations in Africa, with a preference for experience in South Sudan or similar environments. They should demonstrate experience in managing large-scale procurement processes and have a strong understanding of international humanitarian logistics systems and donor regulations. Proficiency in logistics ERP systems, particularly LINK, and standard IT tools is essential, along with strong analytical and communication skills.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as business, economics, supply chain management, or humanitarian studies. An advanced university degree or professional qualification in logistics or supply chain management is strongly preferred, and membership in a relevant professional body is advantageous.

Experience:
Candidates should have a minimum of 5 years of senior-level experience in humanitarian logistics and operations, including experience as a Head of Department or in an equivalent role. Significant experience in complex humanitarian operations, particularly in Africa, is essential, with a strong preference for prior experience in South Sudan or similar conflict-affected environments. Demonstrated experience in managing large-scale procurement processes in compliance with major humanitarian donor regulations is also required.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. A working knowledge of Arabic is considered an added advantage, enhancing communication capabilities in the region.

Additional Notes:
This position involves significant responsibilities, including developing and managing logistics budgets at both coordination and field levels. The Logistics HOD will directly manage a team that includes the Procurement Manager, Logistics Manager, ICT Officer, and Administrative Officer. The role requires regular attendance at the office, with a minimum of five days per week, and may involve working outside normal hours or on weekends as necessary. Travel to various parts of South Sudan is required, often under challenging security and environmental conditions.
