Job Overview: The Economic and analysis" style="border-bottom: 1px dotted #007bff !important;">Financial Analysis Consultant will play a crucial role in supporting Save the Children Australia’s GROW project, which aims to enhance the climate resilience of the Iraqi education sector. This position involves conducting a comprehensive Economic and Financial Analysis (EFA) to assess the feasibility and effectiveness of proposed interventions aimed at safeguarding children's right to education amidst climate challenges. The consultant will be responsible for preparing a full EFA in accordance with Green Climate Fund (GCF) requirements, evaluating the economic viability and long-term benefits of the GROW project’s initiatives. The consultant will also develop replicable EFA models and methodologies that can be utilized for future education climate proposals, ensuring that the findings are integrated into the overall Funding Proposal. This role requires collaboration with the DesignTeam Leader and Save the Children staff in Iraq to ensure that the analysis is contextually accurate and data-driven, ultimately strengthening the investment case for climate-resilient education in Iraq.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including but not limited to: conducting a literature review and contextual analysis to understand the specific challenges and opportunities within the Iraqi education sector; customizing the EFA methodology to fit the local context; performing quantitative modeling and economic analysis to evaluate the proposed interventions; conducting a thorough financial analysis to assess cost-effectiveness; drafting the Economic and Financial Analysis Annex to be included in the Funding Proposal; and contributing to relevant sections of the Funding Proposal to ensure alignment with the EFA findings. The consultant will also be expected to engage with local stakeholders to validate findings and ensure that the analysis reflects the realities on the ground.
Required Qualifications: Candidates must possess a Master’s degree in economics, development economics, finance, or a related field. A minimum of 7 to 10 years of experience in conducting economic and financial analyses for donor-funded projects is essential. The consultant should have demonstrated experience in preparing Economic and Financial Analyses for GCF proposals, along with a strong understanding of GCF processes, policies, and Annex 11 requirements. Additionally, experience with cost-benefit modeling, climate adaptation economics, and human capital valuation is required. Excellent written and oral communication skills in English are mandatory, as the consultant will need to articulate complex analyses clearly and effectively.
Educational Background: The position requires a Master’s degree in a relevant field such as economics, development economics, finance, or a closely related discipline. This educational background is crucial for understanding the complexities of economic analysis and financial modeling, particularly in the context of climate resilience and education.
Experience: The ideal candidate should have substantial experience, specifically between 7 to 10 years, in conducting economic and financial analyses for projects funded by donors. This experience should include a proven track record of preparing Economic and Financial Analyses for proposals submitted to the Green Climate Fund, as well as familiarity with the intricacies of climate adaptation economics and related fields.
Languages: Fluency in English is mandatory for this position, as the consultant will be required to communicate findings and analyses effectively. While not mandatory, proficiency in Arabic could be advantageous, particularly for engaging with local stakeholders and understanding the regional context better.
Additional Notes: This consultancy assignment is short-term, commencing in early August 2026 and lasting for a total of 21 person-days.
