Job Overview: The National Monitoring Officer position is part of the ILO's project titled 'Promotion of Small and Medium Sized Enterprises (SMEs) in Iraq,' which is an eight-year initiative funded by KFW. The project aims to enhance access to financial services for both existing and start-up SMEs in Iraq, focusing on job creation, particularly for youth and women. The National Monitoring Officer will play a crucial role in strengthening the project's results-based management approach, leading monitoring and reporting efforts in accordance with ILO standards and donor requirements. This position is vital for ensuring accountability, learning, and evidence-based decision-making within the project. The officer will be responsible for establishing and maintaining monitoring systems, tracking project progress, and ensuring compliance with reporting requirements. The role requires a proactive approach to data management and a commitment to improving project delivery and outcomes.
Duties and Responsibilities: The National Monitoring Officer will have a comprehensive set of responsibilities, including:
Establishing and maintaining the project's monitoring systems, indicators, and tracking tools to facilitate effective monitoring of project implementation.
Monitoring and reviewing implementation progress against established milestones, targets, and indicators through regular data collection and analysis.
Designing and implementing feedback forms and data collection tools to enhance evidence-based reporting.
Drafting project reports and ensuring they are results-oriented and aligned with donor and ILO requirements.
Preparing annual work plans, monitoring plans, and risk matrices, highlighting achievements and challenges.
Identifying and documenting lessons learned and success stories to promote adaptive management.
Planning and coordinating baseline studies and evaluations in line with ILO policies.
Ensuring compliance with ILO reporting requirements and coordinating with relevant operational units.
Performing any other duties as assigned by the Chief Technical Advisor and Country Coordinator.
Required Qualifications: Candidates must possess a first-level university degree in fields such as Economics, Statistics, Business Administration, Public Policy, Development Studies, Social Sciences, Project Management, or Information Management. An advanced degree (Master’s or equivalent) in these areas is advantageous. Additionally, certification in monitoring and evaluation, data analysis, or project management is preferred. Candidates should demonstrate a strong understanding of project monitoring methodologies and data analysis techniques, as well as familiarity with performance tracking systems and reporting processes.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as Economics, Statistics, Business Administration, Public Policy, Development Studies, Social Sciences, Project Management, or Information Management. An advanced university degree (Master’s or equivalent) in one of these fields would be an advantage. Furthermore, certification in monitoring and evaluation, data analysis, or project management is considered beneficial for candidates.
Experience: Candidates should have at least three years of progressively responsible professional experience at the national level in areas such as project monitoring, implementation, reporting, data analysis, or development cooperation programs. Experience in supporting donor-funded projects and monitoring project performance against established targets is advantageous. Familiarity with SME development, financial inclusion, and economic development programs in Iraq is also considered an asset.
Languages: The position requires an excellent command of Arabic and a good working knowledge of English, both written and spoken. Proficiency in these languages is essential for effective communication and reporting within the role.
Additional Notes: The contract for this position is fixed-term for two years, with the possibility of renewal subject to the availability of funds and satisfactory performance.
