Job Overview:
The position of National Consultant - Demography and Population Policy Expert involves leading the demographic and population-related components of the State of Iraq's Population Report. This report aims to provide a comprehensive analysis of Iraq's demographic situation following the 2024 Population and Housing Census and assess the progress made in implementing the National Population Policy two years after its adoption. The consultant will be responsible for producing a high-quality, evidence-based national document that supports policy formulation, sectoral planning, and coordinated implementation across government institutions. The role requires reviewing national and international literature, analyzing census data, assessing demographic trends, and developing evidence-based policy recommendations. The consultant will also support the adolescent policy with demographic evidence and projections, ensuring that the report serves as a roadmap for integrated and sustainable development in Iraq.

Duties and Responsibilities:
The consultant will be responsible for a range of duties including: developing an inception report and methodology; conducting desk reviews of relevant literature; holding consultations with government entities, UN agencies, academia, and civil society; organizing technical workshops as needed; preparing presentations; revising drafts based on feedback; preparing final versions of documents; supporting report layout and design; and presenting findings to the Ministry of Planning and UNFPA. The consultant will also lead the preparation of demographic chapters of the State of Iraq's Population Report, which includes analyzing demographic indicators, assessing the National Population Policy, and providing policy recommendations based on demographic projections.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in demographic analysis, with demonstrated experience in analyzing census data and preparing national reports. Experience with demographic projections and working with Iraqi government institutions is essential. Candidates should also have excellent analytical and report-writing skills, showcasing their ability to synthesize complex information into clear and actionable recommendations.

Educational Background:
An advanced university degree (Master's or PhD preferred) in Demography, Population Studies, Statistics, Economics, or a related field is required for this position. This educational background is crucial for understanding the complexities of demographic analysis and population policy formulation.

Experience:
The position requires a minimum of 5 years of relevant experience in demographic analysis, including a strong background in analyzing census data and preparing national reports. Experience working with Iraqi government institutions is highly desirable, as it will facilitate effective collaboration and understanding of local contexts and needs.

Languages:
Fluency in both English and Arabic is required for this position. Proficiency in additional languages may be considered an asset, but English and Arabic are mandatory for effective communication and reporting.

Additional Notes:
The consultancy is expected to last for 3 months, with deliverables due at specified intervals. Payment for the consultancy is set at $5000, to be made in two installments: the first upon delivery of the draft report by October 1, 2026, and the second upon delivery of the final draft by November 15, 202
