Job Overview: The UN Partnerships Officer plays a crucial role in supporting the UN Resident Coordinator and the UN Country Team (UNCT) in establishing and managing strategic partnerships aimed at achieving the Sustainable Development Goals (SDGs). This position involves providing substantive support for strategic planning and coordination of partnerships with various stakeholders, including the Government of Iraq, international development actors, civil society, and the private sector. The officer is responsible for developing and implementing the UN Partnership Strategy, monitoring its effectiveness, and adapting it to emerging opportunities and challenges. The role also includes facilitating high-level dialogues, coordinating visits by senior UN officials, and providing advice on due diligence processes for potential partnerships. The Partnerships Officer is expected to contribute to resource mobilization initiatives and manage pooled funds to support the UN Sustainable Development Cooperation Framework, ensuring alignment with the UN's strategic objectives.
Duties and Responsibilities: The Partnerships Officer will perform a wide range of duties, including:
Providing substantive support for strategic planning and coordination of UNCT partnerships with various stakeholders for SDG achievement.
Advising on the development and implementation of the UN Partnership Strategy and monitoring its effectiveness.
Conducting liaison and coordination with UN entities and external stakeholders to define value propositions for local partnerships.
Building and maintaining relationships with government officials, development partners, and civil society organizations.
Facilitating high-level dialogues and coordinating visits by senior UN officials.
Supporting the development and implementation of resource mobilization strategies and initiatives.
Analyzing funding streams and supporting the preparation of proposals for funding.
Collecting and analyzing data to identify trends and provide insights for decision-making. 1
Performing other duties as required.
Required Qualifications: Candidates must possess a strong background in sustainable development, partnership management, and resource mobilization. They should demonstrate professionalism, planning and organizing skills, and client orientation. The ability to apply sustainable development theories and conduct independent research is essential. Candidates should also show a commitment to gender equality and the inclusion of diverse perspectives in their work.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics, business analytics, or data science is an advantage.
Experience: A minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in the context of development cooperation is required. Candidates should have experience in developing strategic partnerships in Iraq and designing and implementing partnerships in development programming. Experience in resource mobilization strategies and preparing project proposals is also necessary. Desirable experience includes promoting gender equality, youth participation, and inclusion of persons with disabilities, as well as knowledge management in development cooperation and supporting financing for SDGs.
Languages: Fluency in English and Arabic is required for this position. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in both languages at UN Level III. Knowledge of French is an asset but not mandatory.
Additional Notes: This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Iraq only, and candidates residing outside Iraq may be considered if no suitable local candidates are identified.
