This short-term consultancy assignment, commencing in early August 2026 for a total of 21 person-days, involves conducting a comprehensive Economic and Financial Analysis (EFA) that aligns with the Green Climate Fund (GCF) requirements. The consultant will assess the economic viability and cost-effectiveness of proposed interventions, ensuring that the analysis supports the development of a robust funding proposal. The consultant will collaborate closely with the DesignTeam Leader and Save the Children staff in Iraq to gather data, validate findings, and ensure that the analysis is contextually accurate. This position requires a deep understanding of economic and financial analysis methodologies, particularly in the context of climate adaptation and education.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including:
Conducting a literature review and contextual analysis to understand the current landscape of education and climate resilience in Iraq.
Customizing the EFA methodology specifically for the Iraqi context, ensuring that it meets GCF standards.
Performing quantitative modeling and economic analysis to evaluate the proposed GROW interventions.
Conducting a thorough financial analysis to assess the cost implications and funding requirements of the project.
Drafting the Economic and Financial Analysis Annex, which will be a critical component of the funding proposal.
Contributing to relevant sections of the funding proposal to ensure that EFA findings are effectively integrated into the overall project narrative. The consultant will also be expected to provide insights and recommendations based on the analysis to strengthen the investment case for climate-resilient education in Iraq.
Required Qualifications: Candidates must possess a Master’s degree in economics, development economics, finance, or a related field.
