Job Overview:
The consultant will play a crucial role in strengthening the implementation and execution of the Global Chemicals Monitoring Programme. This involves enhancing stakeholder engagement, scientific coordination, and the establishment of harmonized monitoring systems. The consultant will provide technical guidance and support knowledge sharing, strategic planning, and legal arrangements necessary for the successful execution of activities under various agreements. The position requires effective coordination and timely implementation of project activities, particularly in the development, review, and update of National Implementation Plans (NIPs) under the Stockholm Convention on Persistent Organic Pollutants (POPs). The consultant will ensure that project activities are delivered coherently and efficiently, resulting in high-quality, technically sound NIPs that align with Convention obligations and improve the management of POPs at the national level.

Duties and Responsibilities:
The consultant will be responsible for coordinating and communicating with key stakeholders of the Global Chemicals Monitoring Programme (GCMP), preparing working documents, giving presentations, and chairing sessions. They will support the coordination of the scientific advisory committee and deliver regular progress updates. The consultant will organize an international interlaboratory assessment on the analysis of persistent organic pollutants and mercury, providing technical support in finalizing guidelines and analytical protocols. They will also support global coordination on sampling and harmonized data generation, establish a Community of Practice for knowledge sharing, and develop a monitoring framework with indicators. Additionally, the consultant will coordinate with expert labs, support the drafting of policy briefs and technical guidance documents, and facilitate technical reviews and consultations with stakeholders. They will also collect and consolidate technical progress updates and prepare quarterly reports in line with donor guidelines.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in a field related to chemistry, environmental sciences, or environmental engineering. Two additional years of qualifying work experience may be accepted in lieu of the university degree. At least five years of progressively responsible experience in international chemicals and waste management, particularly with persistent organic pollutants and mercury, is required. Candidates should demonstrate expertise in environmental monitoring, toxic chemicals, and environmental health, along with a comprehensive understanding of international regulations related to these areas. Experience in project management involving various partners and stakeholders, particularly in developing countries, is essential. Excellent communication skills and the ability to produce high-quality technical notes and reports are also required.

Educational Background:
A Master’s degree or equivalent in chemistry, environmental/atmospheric/earth sciences, environmental engineering, or a related field is required. Candidates with a Bachelor’s degree may be considered if they have additional qualifying work experience.

Experience:
Candidates should have at least five years of progressively responsible experience in international chemicals and waste management, with a focus on persistent organic pollutants and mercury. Experience in environmental monitoring and a solid understanding of international regulations related to these chemicals is essential. Familiarity with UNEP guidelines and tools, as well as experience in project management, particularly in contexts involving developing countries, is required.

Languages:
Fluent written and spoken English is mandatory, as it is the working language of UNEP. Knowledge of another UN language would be considered an asset, enhancing the candidate's profile for this position.

The expected duration of the contract is six months, full-time. The contract fee corresponds to level B, as per the UN Administrative Instructions for Consultants and Individual Contractors. The position is home-based and allows for remote work.
