Job Overview:
The Lead Digital Specialist position at the World Bank involves providing strategic leadership and technical expertise in digital transformation and AI initiatives within the MENAAP region. The role requires close coordination with the Digital MENAAP PM to ensure alignment with the Digital and AI Strategy Implementation Plan (FY26–30) and regional strategies. The specialist will represent Digital MENAAP in high-level policy dialogues and partnership meetings, and will be responsible for guiding task teams in integrating digital solutions into World Bank operations. The position also entails mentoring junior staff, leading complex digital development projects, and ensuring high-quality deliverables that are policy-relevant and actionable for client countries. The specialist will play a crucial role in advancing the World Bank's mission to harness digital technologies for development impact and job creation.

Duties and Responsibilities:
The Lead Digital Specialist will have a range of responsibilities, including:
  • Providing technical direction for the Digital & AI work program, ensuring alignment with strategic plans.
  • Representing Digital MENAAP in policy dialogues and international forums.
  • Leading technical discussions on digital infrastructure, data governance, and AI for development.
  • Overseeing strategic lending operations and flagship knowledge products.
  • Guiding task teams in integrating digital solutions into lending and advisory services.
  • Reviewing technical deliverables for quality and compliance.
  • Supporting portfolio and budget monitoring, advising on country engagements.
  • Mentoring junior staff and liaising with global expert teams.
  • Facilitating collaboration with development partners and other World Bank practices. 1
  • Ensuring effective monitoring and reporting against strategic frameworks.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in fields such as information technology, computer science, engineering, economics, or public policy, with a PhD preferred. They should have a minimum of 12 years of relevant professional experience in digital transformation and policy, with substantial experience in leading complex projects. Candidates should demonstrate deep technical knowledge in areas such as broadband infrastructure, digital governance, and AI policy, along with a proven record of managing multi-stakeholder projects. Strong leadership and management skills, as well as excellent stakeholder engagement abilities, are essential for this role.

Educational Background:
The educational requirements for the Lead Digital Specialist position include a Master’s degree in a relevant field such as information technology, computer science, engineering, economics, or public policy. A PhD is preferred, indicating a higher level of expertise and understanding of complex issues related to digital transformation and development.

Experience:
The position requires a minimum of 12 years of relevant professional experience in digital transformation, digital and AI policy, and technology-driven development programs. Candidates should have substantial experience in leading complex, multi-stakeholder projects and a strong understanding of the operational policies and project financing frameworks of the World Bank Group.

Languages:
Fluency in English is mandatory, with proficiency in Arabic and French considered advantageous. The ability to communicate effectively in these languages is crucial for engaging with diverse stakeholders and partners in the MENAAP region.

This position is part of an international recruitment effort and is expected to last for a term duration of 4 years.
