Job Overview: The Partnership and Resource Mobilization Officer will play a crucial role in supporting the mobilization of resources and the establishment of strategic partnerships to enhance the effectiveness of FAO's initiatives in Laos. This position is particularly focused on climate change adaptation, agrifood system transformation, and the implementation of the Hand-in-Hand Initiative (HiH). The officer will be responsible for developing strategies to engage with donors and stakeholders, ensuring that FAO's projects align with national development priorities and donor interests. The role requires a proactive approach to identifying funding opportunities and fostering relationships with various partners, including government agencies, private sector entities, and international organizations. The officer will also support the implementation of the One Country One Product (OCOP) programme, which aims to improve rural livelihoods through value chain development and market linkages. This position is vital for advancing agriculture investments in Laos and ensuring that FAO's initiatives are effectively supported and implemented.
Duties and Responsibilities: The incumbent will be responsible for a wide range of tasks, including:
Resource Mobilization & Donor Engagement: - Develop and maintain a comprehensive donor intelligence map to analyze funding opportunities from various sources. - Conduct regular reviews of the donor landscape to identify emerging opportunities and strategic trends. - Research donor priorities and funding mechanisms to align with FAO's strategic framework. - Maintain relationships with key donors and stakeholders to enhance partnership opportunities.
Hand-in-Hand Initiative Implementation: - Identify and map potential international investors and development partners aligned with priority value chains. - Develop a partnership engagement strategy for agricultural investment promotion. - Prepare tailored investor briefs and partnership packages for priority commodities. - Facilitate business-to-business and public-private-community dialogues. - Provide technical support and recommendations to government agencies in negotiating investment partnerships. - Document lessons learned and develop guidelines for partnership and resource mobilization.
OCOP Programme Coordination and Implementation: - Act as the primary focal point for OCOP programme implementation at the national level. - Support the development and execution of OCOP project activities, including value chain analysis and market linkage facilitation. - Collaborate with various stakeholders to strengthen OCOP implementation mechanisms. - Facilitate capacity-building initiatives for OCOP stakeholders. - Document best practices and success stories from OCOP implementation for replication.
Required Qualifications: Candidates must possess an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in fields such as international development studies, economics, agribusiness, agricultural sciences, environmental sciences, rural development, or international affairs. For consultants with a bachelor's degree, two additional years of relevant professional experience are required. Additionally, candidates should have at least 2 years of relevant experience in resource mobilization, partnership development, or project management in development contexts. A working knowledge of English and/or Chinese is mandatory, while knowledge of French, Spanish, Arabic, or Russian is considered an asset.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as international development studies, economics, agribusiness, agricultural sciences, environmental sciences, rural development, or international affairs. Candidates with a bachelor's degree must have additional professional experience to qualify. This educational foundation is essential for understanding the complexities of resource mobilization and partnership development in the context of agricultural and rural development.
Experience: The position requires at least 2 years of relevant experience in resource mobilization, partnership development, or project management within development contexts. Candidates should have proven experience in proposal development and donor engagement, particularly related to climate finance, agriculture, or rural development. Experience working with or supporting the implementation of OCOP programmes or similar rural economic development initiatives is highly desirable. Familiarity with the Lao PDR development context and regional development priorities is an advantage, as is experience working with international organizations, government agencies, bilateral donors, or development programmes.
Languages: A working knowledge of English is mandatory, and proficiency in Chinese is also required. Knowledge of additional languages such as French, Spanish, Arabic, or Russian is considered an asset. Proficiency in the Lao language is also advantageous, as it facilitates communication with local stakeholders and enhances the effectiveness of partnership development efforts.
Additional Notes: This position is part of a national TCP project aimed at enabling inclusive and effective blended investment in agri-food systems in the context of the Hand-in-Hand Initiative. The role is expected to be full-time, and candidates will be assessed against FAO's core competencies, which include results focus, teamwork, communication, building effective relationships, and knowledge sharing.
