Job Overview: The Supply Chain and Operations Officer plays a critical role in supporting the day-to-day operations of Relief International. Reporting directly to the Supply Chain and Operations Coordinator, the officer is tasked with ensuring compliance with the organization's policies and procedures related to administration, procurement, and fleet management. This position is essential for maintaining operational efficiency and effectiveness, as it involves managing procurement processes, asset management, transport and fleet coordination, logistics, and record-keeping. The officer will also be responsible for engaging with various stakeholders, including internal teams and external partners, to facilitate smooth operational workflows. The role requires a proactive approach to problem-solving and a commitment to upholding the highest standards of conduct and compliance with donor regulations and local laws.
Duties and Responsibilities: The Supply Chain and Operations Officer will have a comprehensive set of responsibilities, including but not limited to:
Ensuring compliance with RI policies, donor regulations, and local laws in all operational activities.
Supporting procurement processes by managing documentation and ensuring adherence to established procedures.
Handling the procurement and purchase of supplies as requested by project teams, including maintaining an updated procurement tracker.
Conducting local market surveys to understand the availability and pricing of supplies and services.
Managing the inventory of RI equipment and supplies, maintaining an asset log, and ensuring proper documentation for all assets.
Overseeing vehicle fleet management, ensuring compliance with RI standards, and preparing regular fleet reports.
Engaging with freight forwarding agencies and local customs to facilitate cargo management throughout the supply chain.
Maintaining accurate filing systems for audit purposes and ensuring that all actions are documented and supported.
Promoting the highest standards of behavior and ethical conduct among team members and external stakeholders. 1
Reporting any concerns related to compliance or conduct to the appropriate channels.
Required Qualifications: Candidates for the Supply Chain and Operations Officer position must possess a Bachelor’s degree in a relevant field or equivalent work experience. They should have at least professional experience in administrative and operational roles, particularly in logistics and procurement within a humanitarian context. Experience working with international non-governmental organizations (INGOs) is preferred. The ideal candidate will demonstrate strong analytical and problem-solving skills, be detail-oriented, and highly organized. Excellent interpersonal and communication skills are essential, along with effective time management abilities. The candidate must be capable of working independently and collaboratively within a team, and should be adaptable to a fast-paced and stressful environment. Willingness to travel to conflict and disaster-prone areas in the Philippines is also required.
