Job Overview: The Programme Officer position is situated within the Office of the Director of the Human Resources Services Division (HRSD) under the Department of Operational Support (DOS). The incumbent will report directly to the Administrative Officer in the Office of the Director. The role involves supporting the Director in implementing the Division's strategic and operational objectives, engaging with clients in the United Nations Secretariat, and addressing human resources issues proactively. The Programme Officer will draft various written outputs for senior UN officials, undertake evaluations and surveys related to human resources management, and provide substantive support for budget submissions and monitoring. This position requires a strong understanding of human resources policies and practices within the UN context, as well as the ability to manage multiple priorities effectively.
Duties and Responsibilities: The Programme Officer will be responsible for a variety of tasks, including: supporting the Director in implementing strategic objectives and work plans; exchanging information with clients; reviewing documents and identifying human resources issues; drafting briefing notes, presentations, and correspondence; conducting evaluations and surveys; providing support for meetings and conferences; assisting in budget preparation and monitoring; advising on human resource issues; and undertaking additional reporting or administrative tasks as required. The role demands a proactive approach to problem-solving and the ability to liaise effectively with various stakeholders within the UN system.
Required Qualifications: Candidates must possess a minimum of five years of progressively responsible experience in programme or project management, administration, or a related area. Experience in a front office environment supporting senior officials or high-level managers is required, along with experience in budget planning and monitoring within a human resources context in the UN or a similar international organization. Familiarity with data/business analytics and experience with ERP systems such as Inspira or Umoja are desirable. The role requires strong analytical skills, the ability to conduct independent research, and effective communication skills.
Educational Background: An advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of human resources management and operational support within the UN framework.
Experience: The position requires a minimum of five years of progressively responsible experience in relevant fields such as programme or project management, administration, or human resources. Candidates should have experience in a front office environment, supporting senior officials, and in budget planning and monitoring. Additional experience in data analytics or supporting field operations in an international context is desirable, as is familiarity with ERP systems used in human resources management.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a desirable language, also requiring a minimum proficiency level of UN Level II.
