Job Overview: The Global Shelter & Settlements Adviser position is a strategic role within NRC, focusing on providing technical leadership and support to Country and Regional Offices in the EURASIA and Latin America regions. The adviser will work closely with the Global Lead for Shelter & Settlements to enhance program quality, develop effective strategies, and ensure impactful shelter and settlements interventions. This role involves advising country teams, building their capacity, and driving the development of policies and best practices. The adviser will also play a crucial role in proposal development, identifying funding opportunities, and supporting resource mobilization efforts across the regions. The position requires a strategic humanitarian leader with strong technical expertise and the ability to influence and mentor teams in complex operational contexts. This is a temporary cover position for a duration of 9 months, specifically open to NRC internal candidates, with an expected start date in mid-August 2026.
Duties and Responsibilities: The specific responsibilities of the Global Shelter & Settlements Adviser include serving as the primary focal point for Country Offices (COs) in Asia and coordinating with the Global Adviser supporting Europe. The adviser will act as the technical expert for NRC globally in a specific sub-area of Shelter & Settlements, such as Climate and Environment, Gender and Diversity, Equity and Inclusion (DEI), Settlement-Based Approaches, Clean Energy provision, and market-based approaches. They will promote the integration of key cross-cutting strategy areas into CO work, such as environmental and climate-sensitive programming and participatory approaches. The adviser will lead the identification of pilot projects for the development of core competencies in the region or CO, contribute to communication of results, and develop recommendations. Additionally, the adviser will facilitate research, evidence building, and program innovation at various levels, support learning and development initiatives, and participate in Technical Working Groups at the Global Shelter Cluster level. The adviser may also support COs in other regions based on prioritization and expertise, as agreed with the Global Lead.
Required Qualifications: Candidates for the Global Shelter & Settlements Adviser position should possess a minimum of 6 years of relevant professional experience in a similar role within the humanitarian field. They must have in-depth knowledge and experience with NRC’s specialized areas of expertise, proven experience in program quality and strategic approaches to program development, and experience in developing practical tools and resources. Candidates should also have experience in program quality assessments, program development and delivery, and delivering learning and development as part of quality improvement and capacity building. Experience working in different countries across multiple NRC regions and extensive experience in programming in complex and volatile contexts are essential. A willingness to travel to high-risk COs and maintain HEAT training validity is also required.
Educational Background: The educational background required for this position includes a relevant degree in a field related to humanitarian assistance, international development, or a similar discipline. Advanced degrees or specialized training in Shelter & Settlements or related areas may be advantageous and are often preferred by employers in this sector.
Experience: The position requires candidates to have a significant level of experience, specifically a minimum of 6 years in relevant roles within the humanitarian sector. This experience should encompass various aspects of program quality, strategic development, and operational management in challenging environments. Candidates should demonstrate a track record of successful program implementation and capacity building in diverse contexts.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Knowledge of additional languages such as French, Spanish, or Arabic is considered an advantage and may enhance a candidate's suitability for the role, particularly in regions where these languages are prevalent.
Additional Notes: This position is based at NRC's Head Office in Oslo, with potential travel requirements of up to 40%, including deployments of up to 30 days at a time. The contract is for 9 months with the possibility of extension, and the position is classified as Grade 9 on NRC’s Resident salary scale, which includes accompanying terms and conditions.
