Job Overview:
The Finance Adviser position at NRC is a critical role that involves providing strategic financial leadership for the organization's global and regional grants portfolio. The successful candidate will be responsible for overseeing various financial aspects, including grant budgeting, financial reporting, compliance, internal controls, and donor financial management. This role requires collaboration with country, regional, and global teams to enhance financial management practices, support proposal development, and build grants management capacity. The Finance Adviser will also provide expert financial advice to ensure high-quality humanitarian programming. Flexibility and a solutions-oriented mindset are essential, as the role involves adapting to changing priorities and responsibilities within the team to meet organizational needs.

Duties and Responsibilities:
The Finance Adviser will have a comprehensive set of responsibilities, including but not limited to: supporting and monitoring compliance with the Finance handbooks and NRC policies; implementing quality assurance and control for projects managed by the Global Grants Management structure; providing financial advice and technical support to assigned grants budget holders and project teams; conducting training and capacity development as necessary; ensuring efficient financial management of assigned grants, including budget reviews, monitoring, spending plans, financial reporting, year-end closing, and audits; contributing to the development of financial procedures and tools for complex or multi-donor projects; following up on external and donor project audits; ensuring that best financial practices are documented and disseminated; providing regular analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and reports for global grants; and supporting the Field Operations Head of Finance in departmental financial management tasks as requested.

Required Qualifications:
Candidates for the Finance Adviser position must possess a university degree in finance, accounting, or business management. They should have substantial experience in financial management of large and complex multi-country global and regional projects, as well as experience working with complex donors such as GFFO, FCDO, and ECHO. A strong background in financial management of consortium projects is also required. The ideal candidate will demonstrate strong financial and analytical skills, have experience in a technical finance position, and be familiar with financial monitoring tools and complex project funding. Documented results related to the responsibilities of the position are essential, along with fluency in English, both written and verbal. Familiarity with Agresso/Unit4 is necessary, and experience working with NRC, particularly at the country level, is highly desirable.

Educational Background:
The educational background required for the Finance Adviser role includes a university degree in finance, accounting, or business management. This foundational education is crucial for understanding the complexities of financial management within a humanitarian context and for effectively overseeing the financial aspects of grants and projects.

Experience:
The position requires significant experience in financial management, particularly with large and complex multi-country global and regional projects. Candidates should have a proven track record of working with complex donors and managing consortium projects. Experience in a technical finance role, especially in relation to financial monitoring and compliance, is essential. Additionally, familiarity with NRC's operations and experience coordinating with country-level teams will be beneficial.

Languages:
Fluency in English is mandatory for this position, both in written and verbal communication. Proficiency in additional languages may be considered an asset, particularly if relevant to the regions where NRC operates, but English remains the primary language of communication within the organization.

Additional Notes:
This position is based in Oslo, Norway, and is offered on a temporary contract for a duration of 2 years. The role may require travel of approximately 10-15% for relevant gap-filling requests. The salary and benefits are aligned with NRC’s Resident salary scale, specifically at Grade 8, and include accompanying terms and conditions.
