Job Overview:
The Human Resources Assistant plays a crucial role in the recruitment and placement processes within the UNCTAD. This position involves participating in the selection of candidates for various positions, evaluating and screening applications, preparing candidate profiles, and advising on interview preparations. The assistant will also be responsible for creating job openings in the Inspira system, ensuring that all pre-recruitment formalities are completed, and organizing candidate assessments. The role requires maintaining job opening files, tracking the status of job openings, and liaising with divisions and HR service providers regarding contract administration and staff entitlements. The assistant will also provide advice on visa and HR-related matters, review requests for exceptions to staff rules, and assist in classification requests. Overall, the Human Resources Assistant is expected to conduct research on HR policies, maintain HR-related automated systems, and provide general office support, including drafting and finalizing correspondence and reports. The position also involves training and supervising new and junior staff, ensuring that HR operations run smoothly and efficiently.

Duties and Responsibilities:
The Human Resources Assistant will be responsible for a wide range of duties, including:
  • Participating in the selection process for candidates across all categories, including evaluating applications, preparing candidate profiles, and advising on interview preparations.
  • Creating job openings in the Inspira system and ensuring compliance with operational requirements.
  • Assisting in the filling of posts by completing pre-recruitment formalities and organizing candidate assessments.
  • Maintaining job opening files and tracking the status of job openings.
  • Reviewing recruitment requests and creating Offer Management Requests for submission to UNOG/HR Partner.
  • Liaising with divisions and HR service providers regarding contract administration and staff entitlements.
  • Advising staff on visa and HR-related matters.
  • Reviewing requests for exceptions to staff rules and making recommendations to supervisors.
  • Conducting research on HR policies and procedures to ensure consistency in decision-making. 1
  • Maintaining HR-related automated systems and preparing periodic reports. 1
  • Providing general office support, including drafting correspondence and maintaining files. 1
  • Training and supervising new and junior staff. 1
  • Performing other duties as required to support the HR function.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A minimum of seven years of progressively responsible experience in human resources management, administrative services, or a related area is required. This experience is reduced to five years for candidates with a first-level university degree or higher. Additionally, candidates must have at least four years of experience in a Human Resources office within the United Nations or a similar international organization. Experience in managing large HR data, analysis, and reporting is essential, along with experience in recruitment for field deployment and familiarity with ERP applications such as Umoja. Experience with online recruitment platforms like Inspira and administering online assessments is also desirable.

Educational Background:
The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have their required experience reduced, indicating that higher education is valued and may provide a competitive advantage in the selection process.

Experience:
The position requires a minimum of seven years of progressively responsible experience in human resources management or related fields. This requirement is reduced to five years for candidates with a first-level university degree or higher. Candidates must also have at least four years of experience working in a Human Resources office within the United Nations or a similar international organization, emphasizing the need for familiarity with UN HR practices and policies. Experience in managing large HR datasets and conducting analyses is crucial, as is experience in recruitment processes, particularly for field deployment.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of III according to the UN Language Framework. Additionally, knowledge of either Arabic, French, Chinese (Mandarin), Russian, or Spanish is desirable, with a minimum level of I in these languages. This multilingual requirement reflects the diverse nature of the UN workforce and the need for effective communication across different languages and cultures.
