Job Overview:
The Humanitarian Manager plays a crucial role in leading, managing, and ensuring the quality implementation of humanitarian health and multi-sectoral response programs in emergency and crisis-affected settings. This position is responsible for overseeing program delivery, grant management, donor compliance, partnership coordination, monitoring and evaluation, and stakeholder representation. The Humanitarian Manager collaborates closely with technical teams, operations staff, partners, donors, and government counterparts to design and implement integrated humanitarian interventions that effectively address the needs of vulnerable populations while adhering to humanitarian principles and organizational standards. The role requires a proactive approach to program management, ensuring that interventions are responsive to evolving humanitarian needs and contextual changes.

Duties and Responsibilities:
The Humanitarian Manager's duties include leading the planning, implementation, monitoring, and evaluation of humanitarian programs in alignment with Relief International's strategies. Responsibilities encompass ensuring high-quality delivery of humanitarian health interventions and integrated multi-sectoral responses, overseeing work plans, budgets, procurement plans, and program performance against targets. The manager must promote accountability to affected populations and community engagement throughout the project cycle. Additionally, the role involves providing technical guidance to project teams and partners, ensuring interventions align with international standards, and facilitating capacity building and mentoring of staff and partners. The manager is also responsible for establishing robust monitoring systems to track outputs, outcomes, and program quality, promoting learning and adaptive management through regular reviews and analysis. Furthermore, the Humanitarian Manager will manage humanitarian grants in compliance with donor requirements, coordinate the preparation and submission of high-quality reports, and represent Relief International in humanitarian coordination forums and working groups. Risk management and compliance are also critical aspects of the role, requiring the identification of programmatic, operational, and compliance risks and the implementation of mitigation measures.

Required Qualifications:
Candidates must possess a Bachelor's degree in Public Health, Medicine, Nursing, International Development, Humanitarian Affairs, Social Sciences, or a related field. A postgraduate qualification in Public Health, Humanitarian Assistance, International Development, or a related discipline is advantageous. Essential experience includes a minimum of 5 years in progressively responsible humanitarian programming roles, with a demonstrated background in humanitarian health programming, emergency health response, and managing multi-sectoral humanitarian programs. Proven experience in managing humanitarian grants funded by major institutional donors, familiarity with donor compliance and reporting requirements, and experience in leading project teams in complex humanitarian responses are also required. Strong analytical, problem-solving, and decision-making skills, along with excellent report writing and communication skills in English, are essential.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as Public Health, Medicine, Nursing, International Development, Humanitarian Affairs, or Social Sciences. A postgraduate qualification in related disciplines is considered an advantage, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in humanitarian programming, particularly in a management capacity. Candidates should have a demonstrated background in humanitarian health programming, including emergency health response and public health in crisis settings. Significant experience in designing, managing, and implementing multi-sectoral humanitarian programs is essential, as is experience in managing humanitarian grants funded by major institutional donors.
