Job Overview: The consultant will play a crucial role in developing a comprehensive digital identity policy for Libya, which is essential for advancing the country's digital transformation agenda. This position involves conducting extensive research and analysis of existing national policies, strategies, and best practices in digital identity from both regional and international contexts. The consultant will be responsible for engaging with key national stakeholders to gather insights and feedback, ensuring that the policy reflects the needs and priorities of the Libyan context. The consultant will also prepare a detailed draft of the digital identity policy, incorporating findings from stakeholder consultations and best practices. The final deliverable will include a thorough report that outlines the proposed policy, its objectives, and implementation strategies, ensuring alignment with international standards and practices. The consultant will also be expected to present the draft policy in a national workshop, facilitating discussions and capturing feedback for further refinement of the document.
Duties and Responsibilities: The consultant shall undertake the following duties and responsibilities:
Review existing national digital documents and policies related to digital transformation and innovation in Libya.
Analyze regional and international best practices in digital identity policies, selecting at least two regional and two international case studies for comparison.
Identify and engage with key national stakeholders, conducting interviews and meetings to gather insights and summarize discussions in detailed minutes.
Facilitate sectoral workshops to discuss the needs and priorities related to digital identity, if necessary.
Develop a comprehensive digital identity policy based on a gap analysis, SWOT analysis, and alignment with international best practices.
Present the draft policy in a national workshop or meeting, capturing feedback and comments from participants.
Revise the draft policy based on feedback received during the review process by ESCWA and GIA.
Ensure that gender considerations and youth dimensions are integrated into the research and writing process, using gender-sensitive language throughout the report.
Required Qualifications: Candidates must possess a Master's degree in ICT, technology, engineering, computer science, or a related field. A Ph.D. degree is preferred. All applicants are required to submit a copy of their educational qualifications, as incomplete applications will not be considered. Additionally, candidates should have at least five years of professional experience and research in the domain of digital technologies. Previous experience in delivering research papers and developing digital identity plans is highly desirable, as it demonstrates the candidate's capability to contribute effectively to the consultancy.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Information and Communication Technology (ICT), technology, engineering, or computer science.
