Job Overview: The Skills Development Officer position is part of a development cooperation project titled 'Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens in Host Communities.' This project is aligned with the ILO Programme and Budget for 2026-2027, specifically focusing on Outcome 6, which emphasizes protection at work for all. The project is funded by the KfW Development Bank and aims to facilitate the integration of Syrians under Temporary Protection (SuTP) and Turkish citizens into the formal labor market. The Skills Development Officer will play a crucial role in managing the training for employment component, which includes conducting skills needs assessments, providing career counseling, engaging with employers, and developing skills that lead to decent work. The officer will work closely with the ILO headquarters and collaborate with various stakeholders to ensure the successful implementation of the project.
Duties and Responsibilities: The Skills Development Officer will be responsible for leading the technical and administrative implementation of the work-based learning program and other skills development activities. This includes coordinating with implementing partners and consultants, monitoring the progress of the skills development component through field visits, and preparing and analyzing reports and statistical data. The officer will support skills needs analyses, liaise with other ILO projects to ensure coherence in skills development activities, and contribute to the preparation of technical reports and progress updates. Additionally, the officer will undertake missions related to the project, brief ILO specialists and partners, draft official correspondence, and review information related to skills and employability from various sources.
Required Qualifications: Candidates must possess a first-level university degree in labor economics, industrial relations, public policy, development studies, or a related field. They should have at least two years of professional experience at the national level in skills development and employment. Experience in enterprise development is considered an asset, as is experience working with vulnerable groups in the labor market, such as persons with disabilities, refugees, women, and youth. Familiarity with government and ILO social partners, as well as development partners, is also desirable. Technical knowledge in skills development, labor economics, and social policies is essential.
Educational Background: The educational requirement for this position is a first-level university degree in a relevant field such as labor economics, industrial relations, public policy, or development studies. This educational background is crucial for understanding the complexities of labor markets and the policies that govern them.
Experience: The position requires a minimum of two years of professional experience in the area of skills development and employment at the national level. Candidates with experience in enterprise development and those who have worked with marginalized groups in the labor market will be favored.
