Job Overview:
The Programme Analyst position at UN Women involves providing programmatic support to ensure the effective management of UN Women’s programs in Türkiye. The role requires contributing to the design, formulation, implementation, and evaluation of programs aimed at advancing gender equality and women's empowerment. The Programme Analyst will analyze results achieved during program implementation and support the application of relevant systems and procedures. This position necessitates close collaboration with various stakeholders, including the program and operations team, UN Women HQ staff, government officials, multi and bi-lateral donors, and civil society organizations. The overarching goal of the position is to support the delivery of UN Women programs that align with the organization's mission to achieve gender equality and empower women and girls in Türkiye.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in the respective area of work, providing inputs to the design and formulation of program/project proposals related to women’s leadership and decision-making.
  • Provide technical support to the implementation and management of the Country Office’s program, including inputs to the annual workplan and budget, coordinating and monitoring program activities, and reviewing financial and narrative reports from implementing partners.
  • Offer technical assistance and capacity development support to program partners, identifying opportunities for capacity building and facilitating technical support and training as needed.
  • Monitor progress on program activities, results, and indicators, providing inputs to quarterly and donor reports.
  • Oversee budget implementation and program expenditures, performing budget revisions when necessary, and providing inputs to financial reports.
  • Contribute to building partnerships and resource mobilization strategies, analyzing and maintaining relevant information and databases.
  • Provide technical inputs to inter-agency coordination to ensure coherence and alignment of UN Women programs with other partners in the country.
  • Support advocacy, knowledge building, and communication efforts by providing technical inputs to background documents and coordinating advocacy activities and campaigns.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Candidates should possess strong analytical skills, knowledge of gender-responsive planning and budgeting, and the ability to gather and interpret data effectively.

Educational Background:
Candidates must hold a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus.

Experience:
At least 1 year of relevant work experience in program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building in the field of gender equality and women’s empowerment is required. Experience in gender-responsive planning and budgeting, as well as in training and capacity development methodologies, is highly desirable. Previous experience working with international organizations, including the United Nations System, is also preferred.

Languages:
Fluency in English and Turkish is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
