Job Overview: The SLCP Resource Mobilization Specialist will play a crucial role in supporting the Secretariat of Urban Environment, Water Resources, and Environmental Quality of the Ministry of Environment and Climate Change (SQA/MMA) in Brazil. This position involves developing and implementing a resource mobilization strategy that addresses various SLCP emission sectors, including agriculture, transport, waste, and energy. The Specialist will work closely with national and international partners to identify financing needs, engage with donors, and prepare funding proposals and strategic materials for priority initiatives such as the Clean Air and Climate Plan for SLCP Reduction. The role requires a deep understanding of Brazil's policy context and the goals of the CCAC Accelerator, ensuring that resource mobilization efforts align with national priorities and contribute to the sustainability and scale-up potential of Brazil's SLCP agenda.
Duties and Responsibilities: The SLCP Resource Mobilization Specialist will be responsible for a wide range of tasks, including: preparing and implementing a resource mobilization strategy for Brazil’s SLCP agenda; identifying financing priorities and target funding sources; mapping potential donors and financing partners; monitoring donor priorities and funding cycles; collaborating with experts to prepare concept notes and project proposals; coordinating with SQA/MMA and sector stakeholders for proposal development; identifying strategic partnerships with donor agencies and financial institutions; promoting alignment between resource mobilization efforts and national policy frameworks; preparing donor mapping summaries and funding opportunity trackers; contributing to strategic inputs and reports for the CCAC; and supporting the identification of opportunities to scale up CCAC-supported initiatives in Brazil. The Specialist will also be expected to maintain close coordination with the CCAC Secretariat and SQA/MMA to ensure that resource mobilization efforts are strategically aligned with national priorities.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as international relations, economics, public policy, business administration, finance, sustainable development, or environmental management. Alternatively, a first-level university degree combined with four additional years of qualifying experience may be accepted. A minimum of three years of progressively responsible professional experience in resource mobilization, donor engagement, fundraising, partnership development, or project development is required. Candidates should demonstrate experience in identifying funding opportunities, preparing concept notes and project proposals, and engaging with various funding partners. Knowledge of donor landscapes and funding mechanisms relevant to climate and sustainable development is essential, along with strong analytical and proposal development skills.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as international relations, economics, public policy, business administration, finance, sustainable development, or environmental management. A first-level university degree may be accepted in combination with additional qualifying experience, emphasizing the importance of both formal education and practical experience in the field.
Experience: The position requires a minimum of three years of progressively responsible professional experience in areas such as resource mobilization, donor engagement, fundraising, partnership development, or project development.
