Job Overview:
The Director of Remuneration Systems will be responsible for leading the design, development, and implementation of strategies and policies related to remuneration systems within the UPU. This role involves providing authoritative advice to General Management and other directorates on remuneration matters, ensuring the integration and modernization of these systems in response to emerging trends in the postal sector. The position requires overseeing complex studies and projects, managing high-level negotiations, and representing the UPU at various external meetings and conferences. The Director will also coordinate with internal and external stakeholders to enhance cooperation and ensure the effective functioning of remuneration systems.

Duties and Responsibilities:
  • Lead the design and development of strategies and governance frameworks for remuneration systems.
  • Provide authoritative advice on remuneration matters to General Management and other directorates.
  • Supervise and coordinate projects related to remuneration systems through subordinate managers.
  • Analyze trends impacting the postal sector and formulate development plans for remuneration systems.
  • Represent the UPU at external meetings concerning remuneration issues.
  • Ensure the accurate publication of country-specific rates for remuneration systems.
  • Lead the implementation of new remuneration systems and manage the transition from old systems.
  • Provide guidance on complex remuneration issues to UPU bodies and members.
  • Prepare and manage the budget for the Remuneration Unit. 1
  • Lead team members, evaluate performance, and ensure professional development. 1
  • Coordinate the preparation of documents for UPU bodies and ensure timely dissemination of information.

Required Qualifications:
  • Advanced university degree (Master’s or equivalent) in economics, business administration, or related fields.
  • Extensive knowledge of international postal services and UPU remuneration systems.
  • Familiarity with regulatory and operational issues in the postal sector.
  • Strong analytical skills and ability to conduct quantitative analyses.
  • Excellent interpersonal and communication skills, with the ability to explain complex economic issues clearly.
  • Proven ability to manage multi-stakeholder projects in a multicultural environment.
  • High sense of professional integrity and political sensitivity.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in economics, business administration, international business, international postal management, or related fields. Alternatively, a first university degree (Bachelor’s degree or equivalent) in the aforementioned areas, combined with additional years of relevant experience, is acceptable.

Experience:
Candidates should have at least 10 years of experience in UPU remuneration systems with an advanced university degree. If holding a first-level university degree, a minimum of 12 years of relevant experience is required. Experience should include managing complex projects and providing technical advice on remuneration systems.

Languages:
Proficiency in English is required, with a working knowledge of French being desirable. The UPU operates in both English and French, and candidates must demonstrate the ability to communicate effectively in these languages according to the UN Language Framework.

Additional Notes:
The position is a fixed-term appointment for three years, with an annual salary of 103,165 USD, subject to post adjustment based on currency fluctuations.
