Job Overview: The Director of Postal Policy and Regulation Management will oversee and manage activities related to postal policy and regulation, ensuring alignment with the strategic objectives of the UPU. This role involves coordinating the formulation of postal policy guidelines, providing authoritative advice to the General Management, and representing the UPU in various forums. The incumbent will lead the development and implementation of policy advice, monitor and evaluate postal services, and ensure the provision of universal postal services. The position requires a strategic thinker who can navigate complex regulatory environments and foster relationships with stakeholders to support the UPU's mission.
Duties and Responsibilities:
Coordinate and manage activities related to Postal Policy and Regulation, ensuring alignment with UPU objectives.
Represent the UPU at external meetings and forums, providing authoritative guidance on postal policy matters.
Lead the formulation of postal policy guidelines and strategies, ensuring compliance with UN policies.
Supervise the development and implementation of policy advice and recommendations for UPU member governments.
Organize and coordinate Congress and Council of Administration (CA) activities, ensuring effective secretariat support.
Build and maintain relationships with external stakeholders, including UN agencies and member countries.
Manage budget resources efficiently and lead team members to achieve program objectives.
Report on program activities and provide recommendations to member countries and postal sector players.
Required Qualifications:
Advanced university degree (Master's or equivalent) in economics, business administration, political science, or related fields.
Solid knowledge and proven experience in stakeholder relationship management.
Experience in policy and regulation development, project management, and evaluation methodologies.
Familiarity with international organizations and public policy advocacy is desirable.
Knowledge of macroeconomic issues related to the postal sector is required.
Excellent communication and negotiation skills, with the ability to present complex information clearly.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in relevant fields such as economics, business administration, political science, or international relations. Alternatively, a first university degree (Bachelor's degree or equivalent) in these areas, combined with additional years of relevant experience, is acceptable.
Experience: Candidates should have at least 10 years of international experience in relevant areas if they hold an advanced university degree. If they possess a first-level university degree, a minimum of 12 years of international experience is required. Experience should encompass two or more areas covered by the position, demonstrating a comprehensive understanding of postal policy and regulation.
Languages: Proficiency in English is required, with a working knowledge of French being desirable. The UPU recognizes English and French as its working languages, and candidates should demonstrate the ability to communicate effectively in both languages, particularly in written and spoken forms.
Additional Notes: The position is a fixed-term appointment for three years, with an annual salary of 103,165 USD, subject to post adjustment based on currency fluctuations.
