Job Overview:

The Head of Sub-Office will also be responsible for building capacity among local partners, monitoring program implementation, and leading resource mobilization efforts to address the specific challenges faced in Rakhine State. Duties and Responsibilities:
The Head of Sub-Office will be responsible for a wide range of duties, including:
  • Partnerships and Coordination: Serve as the primary UNFPA representative at the sub-national level, developing and managing strategic partnerships and high-level stakeholder engagement. Lead UNFPA’s participation in humanitarian coordination mechanisms in Rakhine, ensuring the integration of UNFPA’s mandate into inter-agency initiatives.
  • Technical Support and Programming: Lead the design, formulation, and implementation of UNFPA interventions in Rakhine State, ensuring alignment with the Country Programme Document. Provide substantive inputs to country strategy documents and policy dialogues.
  • Capacity Building: Identify capacity gaps among national partners and coordinate technical assistance, mentoring, and training initiatives.
  • Monitoring, Evaluation, and Reporting: Oversee the monitoring of program implementation and finances, ensuring compliance with quality standards and donor requirements.
  • Programme & Resource Management: Manage the sub-office budget, supervise personnel, and ensure the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of all staff and assets.
  • Resource Mobilization and Advocacy: Identify advocacy opportunities and develop resource mobilization strategies to address localized challenges regarding sexual and reproductive health and gender-based violence. Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in public/community health, social work, international relations, human rights, development studies, or a related field. A minimum of 5 years of experience in program management and development at both national and international levels is required. Experience in humanitarian coordination, reproductive health, and gender issues is essential, along with knowledge of the humanitarian reform process and the roles of humanitarian actors. Candidates should demonstrate expertise in managing multi-donor budgets and have a strong track record in supervising and mentoring personnel. Excellent computer literacy and communication skills are also necessary for this role.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as public/community health, social work, international relations, human rights, or development studies. This educational foundation is critical for understanding the complexities of humanitarian and development contexts, as well as for effectively addressing the needs of vulnerable populations.

Experience:
The position requires a minimum of 5 years of relevant experience at both national and international levels in program management and development. Candidates should have substantial experience in humanitarian coordination, reproductive health, and gender issues, particularly in international humanitarian or development settings. Familiarity with the roles and responsibilities of humanitarian actors and the humanitarian reform process is essential. Additionally, candidates should have experience in managing multi-donor budgets and overseeing financial reporting for implementing partners.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly languages relevant to the local context in Rakhine State, which could enhance communication and engagement with diverse stakeholders.
