Job Overview: The HR Assistant position is part of a centralized team that provides comprehensive HR business services to various client teams within the WHO framework. The primary purpose of this role is to deliver administrative and HR support to the Human Resources sub-team, ensuring compliance with WHO Staff Rules and Regulations. The HR Assistant will be involved in various HR functions, including recruitment, contract administration, staff entitlements, and policy advice. This role is crucial for supporting the Health Systems Strengthening (HSS) Cluster, the Non-Communicable Disease (NCD) Cluster, and the Family and Reproductive Health (FRH) Cluster, as well as the Office of the Director and Director, Programme Management (ORD-DPM) Clusters. The HR Assistant will act as the first point of contact for HR issues, providing guidance and support to approximately 2700 staff members across the African region.
Duties and Responsibilities: The HR Assistant will perform a variety of duties, including:
Providing relevant HR information and initiating transactions in the Global Management System (GSM), such as position actions, hiring and staffing actions, contract management, and advising on HRAP rejections.
Monitoring and reporting on HR actions, ensuring timely follow-up on appointments, separations, and other HR transactions.
Liaising with specialized HR Officers and tracking overdue transactions to ensure efficient HR service delivery.
Assisting in recruitment and selection processes using the Stellis recruitment system, including requisition initiation, vacancy publishing, candidate prescreening, and organizing interviews.
Hiring freelance translators as needed and serving as backup for team members in similar positions.
Performing any other related duties as required to support the HR team and its objectives.
Required Qualifications: Candidates must possess a strong understanding of HR principles and practices, with essential competencies including teamwork, respect for cultural differences, effective communication, and a results-oriented approach. Knowledge of WHO rules and regulations is highly desirable, along with proficiency in the Global Management System. The HR Assistant should demonstrate a commitment to maintaining high ethical standards and integrity in all HR functions.
Educational Background: The minimum educational requirement for this position is the completion of secondary school or an equivalent qualification, along with training in personnel or human resources management. This foundational education is essential for understanding HR processes and regulations.
Experience: Candidates should have at least 5 years of experience in administrative roles, preferably within WHO or similar organizations, focusing on personnel matters. Experience in interpreting personnel rules and managing staff entitlements is crucial for success in this position. Familiarity with WHO's operational context and HR practices will be an advantage.
Languages: Expert knowledge of French is essential for this role, as it is the primary working language of the organization. Intermediate knowledge of English is desirable, enabling effective communication with a broader range of stakeholders and colleagues.
Additional Notes: This position is subject to local recruitment, meaning it will be filled by candidates residing in the local commuting area of Brazzaville. WHO offers an attractive remuneration package, including an annual net base salary starting at XAF 11,933,000, along with 30 days of annual leave.
