Job Overview:
The Consultant will work under the supervision of the Chief of Child Protection at UNICEF Nigeria Country Office, focusing on three key pillars: Data Interoperability and Vital Registration Integration, Decentralization and State-Level Technical Assistance across 30 states, and System Strengthening, Reporting, and Capacity Building. The role requires a strong understanding of the Nigerian birth registration ecosystem and the ability to lead and support the design and implementation of large-scale national data systems. The consultant will be expected to work independently, deliver results under tight timelines, and uphold UNICEF's values and ethical standards.

Duties and Responsibilities:
  • Lead the design and implementation of data interoperability frameworks and vital registration integration strategies.
  • Provide technical assistance to state-level stakeholders to enhance birth registration processes.
  • Collaborate with government agencies and development partners to strengthen the civil registration and vital statistics (CRVS) systems.
  • Conduct capacity-building workshops and training sessions for stakeholders involved in birth registration.
  • Monitor and evaluate the effectiveness of implemented strategies and provide recommendations for improvement.
  • Prepare comprehensive reports on progress and challenges faced in the implementation of the birth registration ecosystem.
  • Ensure compliance with UNICEF's ethical standards and values throughout all activities.

Required Qualifications:
  • Bachelor's degree in Data Science, Computer Science, Statistics, Information Systems, Public Health Informatics, or a related field.
  • Minimum of 4 years of relevant professional experience in birth registration, civil registration and vital statistics (CRVS), or data systems.
  • Demonstrated experience in leading or supporting the design and implementation of large-scale national data systems.
  • Prior experience working with UNICEF, the UN system, government agencies, or development partners is an asset.

Educational Background:
A Bachelor's degree in a relevant field such as Data Science, Computer Science, Statistics, Information Systems, or Public Health Informatics is required. Advanced degrees may be preferred but are not explicitly stated as necessary.

Experience:
Candidates should have a minimum of 4 years of relevant professional experience, particularly in areas related to birth registration, civil registration, and vital statistics (CRVS).
