Job Overview: The Associate Monitoring and Evaluation (M&E) Officer plays a crucial role in supporting the generation and use of credible evidence regarding UNHCR's results and the circumstances of the populations it serves. This position is integral to planning, results reporting, and advocacy efforts. The incumbent will assist in ensuring consistency in monitoring methodologies and will coordinate evaluations while utilizing assessment and monitoring data to inform decision-making processes. The Associate M&E Officer will work closely with the Planning Coordinator and Results Managers, collaborating with Information Management colleagues and other stakeholders to ensure effective participation in the UNHCR results-based management cycle. This role also involves engaging with external partners and representing UNHCR in M&E-related discussions, thereby contributing to the organization's overall mission of supporting forcibly displaced individuals.
Duties and Responsibilities: The duties of the Associate M&E Officer include supporting the Planning Coordinator in developing and refining multi-year M&E plans, guiding Results Managers in selecting relevant indicators, and ensuring the accurate use of data for decision-making. The incumbent will provide technical advice on data collection methodologies, coordinate primary data collection exercises, and foster participatory approaches to assessment and evaluation. Additionally, the Associate M&E Officer will maintain a robust evidence base for evaluation purposes, facilitate joint reviews to translate data into actionable insights, and support the design and delivery of M&E training initiatives. The role also involves supervising M&E staff, staying informed about global developments, and managing risks associated with the responsibilities of the position.
Required Qualifications: Candidates must possess an advanced degree (Master’s or equivalent) in fields such as Monitoring and Evaluation, Statistics, Economics, International Development, Sociology, or related disciplines. A minimum of three years of relevant experience in designing and implementing M&E systems, conducting assessments, and operational data analysis in humanitarian or development contexts is required. Proficiency in data management and reporting tools such as Power BI, Excel, SQL, and DHIS2 is essential. The ability to facilitate training and provide technical support is also necessary, along with experience in refugee displacement contexts and familiarity with UNHCR frameworks and systems.
Educational Background: The educational background required for this position includes an advanced degree in relevant fields such as Sociology, International Relations, International Development, Economics, Statistics, or Public Health. Candidates with an undergraduate degree may qualify with additional relevant experience, while those with a doctorate may qualify with less experience. Certifications in Results-Based Management and Research and Evaluation Methods are also essential for this role.
Experience: The position requires a minimum of three years of relevant experience for candidates with an undergraduate degree, two years for those with a graduate degree, or one year for those with a doctorate. Experience in planning and implementing monitoring systems, managing evaluations, and coordinating with various stakeholders in cross-cultural environments is essential. Desirable experience includes collaboration with UN agencies, government institutions, and data management practices.
