Job Overview: The Clinical Officer position is crucial for improving the quality of healthcare services provided at EpiC-supported health facilities in Burkina Faso. This role involves delivering clinical expertise and technical guidance in the planning, design, and implementation of HIV prevention and care programs. The Clinical Officer will work closely with health facility staff to ensure the consistent delivery of high-quality services tailored to the needs of key populations, including people living with HIV (PLHIV), adults, adolescents, and children. The position also entails representing EpiC in various forums dedicated to HIV care and treatment, advocating for the implementation of the Continuum of Prevention and Care (CoPCT) model to help achieve UNAIDS targets.
Duties and Responsibilities: Under the supervision of the Technical Advisor on HIV, the Clinical Officer will: Provide clinical expertise and technical guidance on HIV prevention and care program planning and implementation at project sites in Burkina Faso. Support partner health facility staff to ensure the consistent delivery of high-quality services focused on the needs of target populations (PLHIV, adults, adolescents, and children). Collaborate with the Technical Advisor to develop quality assurance systems for prevention, clinical aspects, care, and treatment at supported sites. Facilitate high-quality service delivery focused on PLHIV, including community and home-based care. Organize training sessions for clinical staff on prevention, care, and treatment. Provide direct support to healthcare providers to ensure clinical care aligns with national guidelines and is timely, ensuring that site providers meet minimum care standards. Represent EpiC in care and treatment forums, including technical advisory groups/advocacy groups, and participate in relevant working groups at the local level. Identify promising practices in CoPCT implementation and collect necessary data to document these practices. Collaborate with the Ministry of Health to coordinate EpiC program interventions at the regional level. Work with the monitoring and evaluation team to analyze CoPCT cascade data and use results for program improvement. Organize periodic performance reviews of the HIV program with project implementation partners. Participate in validating milestones and cash requests from project implementation partners. Assist in developing work plans with budgets for project implementation partners.
Required Qualifications: The ideal candidate should possess the following qualifications: A medical degree (MD) is required. A minimum of 5 years of professional experience in medical practice, specifically as an ARV prescriber, and in health program monitoring and evaluation. Experience in health-related training is essential. Strong written and verbal communication skills, along with interpersonal communication abilities, are necessary. Fluency in French is mandatory; proficiency in English is an asset. Strong leadership skills are required. The candidate should be motivated, creative, and able to work in diverse cultural, social, and political environments. A team-oriented mindset is essential.
Educational Background: Candidates must hold a medical degree (MD) from an accredited institution. Additional certifications or training in public health, HIV care, or related fields may be advantageous.
Experience: Candidates should have at least 5 years of relevant experience in medical practice, particularly in HIV care and treatment, as well as experience in health program monitoring and evaluation. Experience in training healthcare staff on health issues is also required.
Languages: Fluency in French is mandatory for this position, while proficiency in English is considered a valuable asset. The ability to communicate effectively in both languages will enhance the candidate's ability to perform in this role.
Additional Notes: The expected hiring salary range for this role is XOF 9,000,000 - 11,000,000 for annual basic salary.
