Job Overview: The Monitoring & Evaluation Officer plays a crucial role in enhancing the implementation of project activities in Burkina Faso. This position is responsible for providing technical assistance to project implementation structures to optimize their monitoring and evaluation plans. The officer will oversee routine monitoring, data collection, quality assurance, analysis, and data utilization. They will work closely with public health training facilities to operationalize the e-tracker system, ensuring that data is collected and reported accurately. The role requires collaboration with various stakeholders, including the Senior M&E Officer and technical leaders, to refine interventions based on real-time data. The officer will also analyze monitoring data to generate actionable insights and share results with the EpiC team, district health teams, and the Ministry of Health, contributing to the overall effectiveness of health programs in the region.
Duties and Responsibilities: The duties and responsibilities of the Monitoring & Evaluation Officer include coordinating regular quantitative and qualitative data collection from all implementation units, including partners, field offices, and community structures. They must ensure appropriate data disaggregation for detailed analysis and reporting. The officer will implement regular data quality assurance protocols, including site visits, validations, and audits. They will supervise health agents or data collectors to ensure the quality and accuracy of reports. Maintaining an organized documentation system for data, analyses, and monitoring tools is essential. The officer will collaborate with the Senior M&E Officer and technical leaders to refine interventions based on real-time data analysis. They will produce dashboards, summaries, infographics, and clear presentations for various audiences, including technical teams, donors, and authorities. Additionally, the officer will provide technical assistance to the Ministry of Health and PSSLS in operationalizing the e-tracker in health facilities involved in the project, facilitate learning and reflection sessions, integrate community feedback systems into the MEL framework, and contribute to timely reporting and learning notes as per donor requirements. Other tasks may be assigned by the immediate supervisor to support project management, monitoring, and evaluation.
Required Qualifications: Candidates must possess a Bachelor's degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field. A minimum of 2 years of experience in monitoring, evaluation, and research within public health programs is required. Candidates should have at least 2 years of experience implementing integrated maternal, neonatal, child health, and nutrition programs, as well as HIV initiatives. Proven experience in setting and monitoring targets in maternal, child health, and HIV/AIDS is essential. Excellent writing, oral, and interpersonal skills are necessary, along with experience in synthesizing information and producing reports. Proficiency in e-tracker for individualized patient tracking and experience in developing health project indicators are required. Familiarity with various software, including Microsoft (Excel, Word), and monitoring and evaluation or statistical tools is essential; experience with e-tracker or HMIS/DHIS2 is indispensable. Experience collaborating with the Family Health Directorate (DSF) for MNCH-N data collection and reporting in ENDOS (HMIS/DHIS2) is preferred. Familiarity with PowerBI, DHIS2, Kobo Toolbox, and Excel is desirable. Proven experience in data analysis and developing M&E systems in developing countries is required, and experience in conflict zones is a plus.
Educational Background: A Bachelor's degree in a relevant field such as public health, demography, sociology, epidemiology, biostatistics, psychology, or a related discipline is required for this position. This educational background provides the necessary foundation for understanding the complexities of health programs and the analytical skills needed for effective monitoring and evaluation.
Experience: The position requires a minimum of 2 years of relevant experience in monitoring, evaluation, and research within public health programs. Candidates should have experience in implementing integrated health programs, particularly in maternal, neonatal, child health, nutrition, and HIV. Experience in setting and monitoring health targets is essential, along with a proven track record of data analysis and reporting.
Languages: Fluency in French is mandatory, and a basic knowledge of English is also required. Proficiency in both languages will facilitate effective communication and collaboration with diverse stakeholders in the health sector.
Additional Notes: The expected hiring salary range for this role is XOF 8,000,000 - 9,500,000 annually for basic salary. FHI 360 considers multiple factors when determining an offer amount, including relevant years of experience and education, internal equity, market pay, and budget constraints.
