Job Overview: The Engineer position is based in the Area Office in Abeche, where the job holder will report to the Head of Area Office and the Head of Management Services unit. This role requires a high degree of independence and the ability to manage junior staff to achieve program and policy objectives. The Engineer will be involved in a variety of program and policy activities, including analytical work that may be complex. The primary purpose of this role is to provide support for policy and program activities that effectively meet food assistance needs. The Engineer will be responsible for ensuring compliance with WFP policies and standards, applying best practices in engineering and project management, and contributing to performance improvement within the organization. This position offers an exciting opportunity to work in a dynamic environment focused on humanitarian assistance and development.
Duties and Responsibilities: The Engineer will have a comprehensive set of responsibilities, including but not limited to:
Implementing WFP policies, standards, norms, and practices to ensure compliance with wider WFP policies and operations.
Applying and implementing WFP Construction Manual procedures and processes.
Providing engineering and project management services while applying best practices and innovative technologies.
Analyzing project proposals to enable effective decision-making on technical feasibility.
Preparing evidence-based recommendations for improving WFP facilities' suitability for operational purposes.
Conducting site visits and technical assessments of buildings.
Undertaking preliminary or detailed designs and preparing technical specifications.
Developing project budgets and cost estimations for civil, structural, electrical, and mechanical systems.
Supporting procurement with the preparation of Scope of Works and tender packages. 1
Supervising construction works and ensuring quality assurance during design and construction. 1
Managing contractual matters and preparing cash flow programs. 1
Preparing and issuing monthly reports on construction and engineering activities. 1
Liaising with stakeholders and providing guidance to contractors and design consultants. 1
Undertaking administrative tasks as required and providing project management services as needed.
Required Qualifications: The ideal candidate for the Engineer position should possess a first university degree in Civil Engineering or a related field, with a strong understanding of project management principles. Candidates should hold or be eligible for accreditation as a Professional Engineer or Chartered Engineer, which is recognized by a national or international regulatory authority. While this accreditation is not mandatory, it is considered an advantage. The candidate should also demonstrate good communication and leadership skills, with a detailed knowledge of construction contract formats and management obligations. Familiarity with public procurement procedures and international contract formats is essential, as well as experience working within the humanitarian community.
Educational Background: Candidates must have a first university degree in Civil Engineering or a related field. A degree in Management and Administration of complex projects is also acceptable. Accreditation as a Professional Engineer or Chartered Engineer is advantageous but not required. The educational background should provide a solid foundation in engineering principles and project management.
Experience: A minimum of 1 year of relevant civil engineering experience is required, with increasing levels of responsibility. Candidates should have experience in engineering design, project management, and familiarity with construction contract management. Experience working in humanitarian settings is highly desirable, as it provides valuable context for the role.
Languages: Fluency in English (level C) is mandatory for this position. Additionally, a working level of proficiency in French is recommended, as it will facilitate communication in the region and with various stakeholders.
