Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in the Climate Fishery Initiative for Livelihood Improvement in the Gambia (PROREFISH Gambia) Project, which aims to enhance the resilience and livelihoods of vulnerable communities in the Gambia. The officer will be responsible for designing and establishing a comprehensive Monitoring and Evaluation (M&E) System that will track the project's progress towards its goals, assess results, and facilitate the documentation of experiences. This position requires a blend of technical expertise and practical experience in monitoring and evaluation, particularly in the context of agricultural and rural development projects. The officer will work closely with the Project Coordination Unit (PCU) and will be expected to contribute to the overall success of the project by ensuring that M&E activities are effectively implemented and aligned with the project's objectives.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:
  • Monitoring the progress of both pipeline and ongoing projects at the country level, preparing monthly, annual, and mandatory reports and briefs according to pre-established formats.
  • Identifying projects and programs facing challenges and bringing them to the attention of responsible officers/units, following up with the Budget Holder on these issues.
  • Contributing to program development by identifying and aligning projects/programs relevant to PROREFISH Gambia in accordance with FAO’s Project Cycle and relevant procedures.
  • Acting as the focal point for the collection and storage of information and documents related to monitoring and evaluation results.
  • Ensuring that program and project concept notes and proposals emphasize the logical/results framework.
  • Developing Terms of Reference (ToR) for project evaluations and coordinating the evaluation process as per project documents.
  • Liaising with partners on M&E-related issues and coordinating data collection for corporate outcome and output monitoring.
  • Participating in the Cooperation Framework or the United Nations SD Cooperation Framework M&E Working Group.
  • Designing standard result-oriented M&E tools, methods, and techniques for monitoring the overall program and individual projects. 1
  • Monitoring the progress and results of resilience projects using resilience measurement tools, including the Resilience Index Measurement and Analysis (RIMA). 1
  • Developing and implementing M&E capacity-building training, with a focus on results-based management for FAO personnel, government, and implementing partners. 1
  • Performing other duties as requested by supervisors.

Required Qualifications:
Candidates must possess an advanced university degree in Agricultural Economics, Biometry, Economics, or a related field. Additionally, a minimum of five years of technical experience in agriculture, rural development, fisheries, nutrition" style="border-bottom: 1px dotted #007bff !important;">food and nutrition security, or other related fields is required. Of this experience, at least three years should involve collaboration with research centers, government institutions, or rural development projects for the implementation of M&E Systems. A working knowledge of English is mandatory, and candidates must be nationals of Gambia.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as Agricultural Economics, Biometry, or Economics. This advanced degree is essential for understanding the complexities of agricultural and rural development, as well as the methodologies used in monitoring and evaluation.

Experience:
Candidates should have a minimum of five years of relevant technical experience, with at least three years specifically in the implementation of monitoring and evaluation systems in collaboration with governmental and non-governmental organizations. Experience in working with international cooperation resources and sustainable management of natural resources is highly desirable.

Languages:
Fluency in written and spoken English is mandatory. Additionally, proficiency in any of the major local languages spoken in the Gambia is considered an advantage, as it facilitates communication with local stakeholders and communities.
