The position is located in the Division on Investment and Enterprise of the United Nations Conference on Trade and Development (UNCTAD). UNCTAD was established in 1964 and is a permanent intergovernmental body that aims to promote the integration of developing countries into the world economy. It operates in over 190 countries and has a mission to support developing nations in their efforts to achieve sustainable development through trade, investment, and technology.

Job Overview:
The Head of the Enterprise Branch is responsible for formulating and implementing the substantive work programme of the Branch. This includes overseeing the management of activities undertaken by the Branch, ensuring that programmed activities are carried out in a timely manner, and coordinating work across different areas within the Division and with other UN organizations. The role requires a strong focus on sustainability, accounting, corporate governance, entrepreneurship, and business facilitation. The Head will lead the preparation of reports for intergovernmental bodies and ensure that outputs produced by the Branch maintain high-quality standards. This position also involves assisting the Director in preparing the work programme of the Division, determining priorities, and allocating resources for timely delivery of outputs. The Head will manage, guide, develop, and train staff, fostering teamwork and communication among staff in the Branch and across organizational boundaries. Additionally, the Head will represent the Branch in international, regional, or national meetings, providing substantive expertise on relevant issues.

Duties and Responsibilities:
  • Lead, supervise, and carry out the work programme of the Enterprise Branch, coordinating activities across different work units and UN agencies.
  • Prepare reports for presentation to intergovernmental bodies, ensuring clarity and objectivity based on comprehensive data.
  • Report on budget/programme performance and substantive issues related to sustainability, accounting, and entrepreneurship.
  • Ensure high-quality standards for outputs produced by the Branch and compliance with relevant mandates.
  • Assist the Director in preparing the work programme, determining priorities, and allocating resources.
  • Undertake programmatic and administrative tasks necessary for the functioning of the Branch, including budget preparation and staff performance evaluations.
  • Manage and develop staff, fostering teamwork and communication.
  • Organize meetings and seminars on sustainability and entrepreneurship issues, managing substantive preparation.
  • Represent the Branch in various meetings, providing expertise and engaging in discussions with other institutions.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Specialization in business management or enterprise development is desirable. Candidates should demonstrate knowledge of the substantive field of work, particularly in mobilizing resources for sustainable development, accounting, corporate governance, and entrepreneurship.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Specialization in business management or enterprise development is desirable.

Experience:
A minimum of fifteen years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles, and programme management in enterprise development or related fields is required. Prior experience in sustainable resource mobilization is essential. Experience in leading programme management and teams in an international organization is desirable, as is experience in facilitating intergovernmental or legislative processes.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while proficiency in either French, Spanish, Chinese (Mandarin), Arabic, or Russian is desirable. The minimum required level for each skill in these languages is specified according to the UN Language Framework.
