Job Overview: The Supply Officer position is critical within the OHCHR, primarily focusing on supply chain management, logistics, and property management. The incumbent will be responsible for acquiring, managing, and tracking supplies, equipment, and services essential for the functioning of the OHCHR. This role involves developing and implementing operational workflows, conducting market research, and ensuring compliance with UN procurement policies. The Supply Officer will also be tasked with preparing forecasts and reports related to the organization's resources, ensuring efficient use of assets, and maintaining accurate records. The position requires a proactive approach to problem-solving and the ability to analyze data to support decision-making processes. The Supply Officer will collaborate with various stakeholders to ensure that the OHCHR's operational needs are met effectively and efficiently.
Duties and Responsibilities: The Supply Officer will undertake a variety of responsibilities, including but not limited to: developing and managing guidance and procedures for supply chain operations; planning and preparing forecasts and analyses of supplies and services; designing and utilizing software for tracking and costing; initiating procurement actions and managing the lifecycle of supplies; conducting market research to adapt best practices to UN requirements; ensuring compliance with internal control systems; analyzing audit reports and implementing remedial actions; maintaining accurate records of equipment and supplies; preparing reports for submission to management; monitoring procurement status; and providing guidance to junior staff. The role may also involve data collection and analysis to identify trends and support strategic planning.
Required Qualifications: Candidates must possess a strong understanding of supply chain operations and management practices. The ideal candidate will demonstrate professionalism, effective communication skills, and a client-oriented approach. The ability to analyze and interpret data is essential, as is the capacity to work under pressure and meet deadlines. Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, public administration, engineering, supply chain management, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics or business analytics is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in supply chain services, administration, logistics, engineering, property management, or a related area is required. Experience in supporting global operations for an international organization is essential. Proficiency in MS Office applications and familiarity with ERP tools such as Umoja or SAP is required. Candidates should also have experience in data collection, analysis, and reporting, as well as drafting guidelines and reports.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level I in the same areas. Candidates should be able to communicate effectively in both languages, as they are the working languages of the United Nations Secretariat.
