Job Overview:
The Livelihoods Coordinator position is a strategic leadership role within the Syrian Arab Red Crescent (SARC) aimed at enhancing livelihoods and recovery programming in Syria, particularly in challenging humanitarian contexts. The coordinator will be responsible for shaping and advancing SARC's livelihoods vision and ensuring the delivery of a coherent and institutionally anchored livelihoods portfolio. This role involves providing high-level technical leadership to improve program quality and institutional capacity, as well as designing and implementing scalable, market-based livelihoods interventions. The coordinator will work closely with SARC and Movement partners, including the International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC), to foster collaboration and support effective resource mobilization. The position requires regular travel to field locations and is integral to the broader International Programmes and Partnerships Department, which focuses on delivering high-quality humanitarian assistance and strengthening National Society capacity.

Duties and Responsibilities:
The Livelihoods Coordinator will have a comprehensive set of responsibilities, including:
  • Leading the strategic development and implementation of SARC's livelihoods programming, ensuring alignment with the organization's overall strategy.
  • Providing technical guidance and support for the design and delivery of market-based livelihoods interventions, including agriculture, livestock, microenterprise, and Cash and Voucher Assistance (CVA).
  • Conducting market assessments, feasibility studies, and response analysis to inform program design and implementation.
  • Strengthening institutional capacity by providing training, coaching, and capacity-building support to staff and volunteers.
  • Engaging with stakeholders across multi-partner environments to foster collaboration and enhance program impact.
  • Monitoring and evaluating program effectiveness, ensuring evidence-based programming and continuous improvement.
  • Developing high-quality donor reports and supporting resource mobilization efforts.
  • Representing SARC and the British Red Cross in relevant forums and meetings to advocate for livelihoods programming and share best practices.

Required Qualifications:
To be considered for the Livelihoods Coordinator position, candidates must possess a strong understanding of humanitarian and recovery contexts, particularly in protracted crises like Syria. They should have demonstrated expertise in livelihoods programming, including market systems and economic recovery, as well as experience with Cash and Voucher Assistance (CVA). Candidates must also have proven abilities in designing, implementing, and scaling market-based livelihoods interventions, along with experience in conducting market assessments and response analysis. Strong analytical skills, stakeholder engagement capabilities, and leadership experience in shaping strategy and policy are essential. Educational Background:

Advanced degrees or specialized training in livelihoods programming or related areas may be advantageous and demonstrate a commitment to professional development in this field.

Experience:
The position requires significant experience in livelihoods programming, particularly in humanitarian or recovery contexts. Candidates should have a proven track record of designing and implementing successful market-based interventions, as well as experience in conducting assessments and analyses relevant to livelihoods programming. Experience in capacity building and training of staff and volunteers is also essential, along with a history of engaging with diverse stakeholders in multi-partner environments.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international partners. Proficiency in Arabic is highly desirable, given the context of the role and the need to engage with local stakeholders and communities effectively.

Additional Notes:
This position is offered as a 12-month fixed-term contract, with the possibility of renewal based on performance and funding availability. The role is classified as unaccompanied, meaning that the successful candidate will not be permitted to bring family members to the posting location. The salary for this position is £39,894 per annum, supplemented by a monthly allowance of £1,617.1
