Required Qualifications:

Candidates must have at least 10 years of experience in evaluating development programs, particularly within the UN system. Proven expertise in theory-based evaluation and mixed-methods approaches is desirable, along with strong knowledge of UNSDCF/UNDAF evaluations and the Sustainable Development Goals (SDGs). Experience in Small Island Developing States (SIDS) contexts is highly desirable, as is demonstrated expertise in thematic areas such as economic development, social sectors, or climate change.
Educational Background:
Candidates must possess an advanced university degree (master's or equivalent) in relevant fields such as economics, development studies, public policy, or evaluation. A bachelor's degree may be considered if accompanied by two additional years of relevant experience, demonstrating the candidate's capability to fulfill the role's requirements effectively.
Experience:
The position requires a minimum of 10 years of experience in the evaluation of development programs, with a strong emphasis on evaluations conducted within the UN system. - Ensuring the quality and coherence of all deliverables produced by the evaluation team.
- Conducting stakeholder consultations and validation processes to gather diverse perspectives and insights.
- Drafting and finalizing the evaluation reports, incorporating feedback from stakeholders and the Evaluation Management Group (EMG).
- Overseeing the three phases of the evaluation process: Phase 1 - Design, which includes desk reviews and drafting the inception report; Phase 2 - Field, which involves data collection and validation; and Phase 3 - Reporting, which focuses on preparing and submitting the final evaluation report.
- Reporting directly to the Head of Office RCO and collaborating with the UN Resident Coordinator and Evaluation Steering Committee.
