Job Overview:
The Chief of the African Climate Policy Section is a senior leadership role within the Climate Change, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Natural Resources Division (CFND) of ECA. This position is responsible for providing strategic policy guidance on climate change and resilience, overseeing the planning and management of the Section's activities, and ensuring that the work aligns with ECA's mission and objectives. The Chief will coordinate diverse projects, manage staff, and represent the organization at various inter-agency meetings. The role requires a deep understanding of climate change issues, the ability to produce high-quality reports, and the capacity to engage with stakeholders at all levels. The Chief will also be involved in formulating gender-sensitive policies and establishing research programs to enhance policymakers' capacities in addressing climate change.

Duties and Responsibilities:
The Chief of Section will be responsible for a wide range of duties, including: providing policy guidance to the Director on climate change strategies; overseeing the planning and management of the Section's activities; ensuring timely execution of substantive work programs; preparing position papers and reports for intergovernmental bodies; contributing to budget and program performance reporting; ensuring high-quality outputs from the Section; managing programmatic and administrative tasks; recruiting and training staff; fostering teamwork and communication; representing the organization at meetings; supporting gender-sensitive policy formulation; and overseeing research to strengthen resilience to climate change.

Required Qualifications:
Candidates must possess a strong background in climate change and sustainable development, with the ability to produce technical reports and apply UN regulations. Professionalism, planning and organizing skills, accountability, and the ability to empower others are essential competencies for this role. The Chief should demonstrate a commitment to high-quality work, effective time management, and the ability to manage performance within the team.

Educational Background:
An advanced university degree (Master’s or equivalent) in economics, law, international development, climate policy, or related fields is required. A first-level degree with additional relevant work experience may be accepted in lieu of the advanced degree. A Doctorate in a relevant field is considered an advantage.

Experience:
Candidates should have a minimum of ten years of progressively responsible experience in climate change and sustainable development, including research, policy, and advisory services at various levels. Experience in developing countries is desirable, along with at least two years of experience in data analytics or related areas.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in either English or French is required, with working knowledge of the other language being desirable. Knowledge of another UN official language is an advantage.
