Job Overview:
The Senior Mining Specialist position at the World Bank Group is a pivotal role that involves providing senior technical and operational leadership for the WBG’s mining sector engagement across the Middle East, North Africa, Afghanistan, and Pakistan (MENAPP) region. The role requires a deep understanding of mining policy, regulation, and institutional reform, as well as the ability to coordinate complex, multi-country programs. The specialist will work closely with various stakeholders, including government entities, private sector partners, and international financial institutions, to enhance the mining sector's contribution to sustainable economic development. The position emphasizes the importance of mobility, adaptability, and flexibility, as it involves frequent travel across the MENAPP region to engage with different countries and stakeholders. The successful candidate will be expected to align World Bank public-sector advisory work with investment and advisory activities, particularly around major mining investments, and to support the development of mining partnerships in countries like Pakistan, Egypt, Jordan, and Saudi Arabia.

Duties and Responsibilities:
  • Act as the in-region focal point for mining engagement across the MENAPP region, coordinating business development and portfolio management under the leadership of the P&R MENA Focal Point.
  • Advance the Baluchistan Mining Master Plan and Reko Diq Corridor in Pakistan, structuring work around public actions to enable mining development.
  • Support the development of WBG mining partnerships in Egypt and Jordan, including compact design and implementation planning.
  • Engage with the Ministry of Industry and Mineral Resources in Saudi Arabia to provide technical assistance and analytical work.
  • Serve as the senior interface with governments on mining sector strategy and implementation, providing technical guidance and coordinating across relevant ministries and agencies.
  • Engage with development partners and private-sector stakeholders to ensure complementarity and alignment of public-sector planning with investment needs.

Required Qualifications:
Candidates must possess a minimum of a master’s degree or higher in mining, engineering, geology, public policy, economics, management, or a related discipline. Alternatively, a master’s degree in finance or project management with demonstrated mining project transactions experience is acceptable. Additionally, candidates should have at least 8 years of relevant mining sector experience, with significant exposure to mining sector policy, regulation, and institutional reform. Experience in large-scale mining investments and transactions is highly desirable, as is familiarity with the WBG MENAAP region. Strong organizational, analytical, and communication skills are essential, along with the ability to manage competing priorities across time zones and work effectively in multicultural environments.

Educational Background:
The educational background required for this position includes a master’s degree or higher in relevant fields such as mining, engineering, geology, public policy, economics, management, or finance. Candidates with a strong academic foundation in these areas will be better equipped to handle the complexities of the mining sector and contribute to the World Bank's mission of sustainable development.

Experience:
The position requires a minimum of 8 years of relevant experience in the mining sector. Candidates should have significant experience in mining sector policy, regulation, and institutional reform, ideally combined with exposure to large-scale mining investments and transactions. Experience coordinating complex, multi-country programs and working effectively across World Bank Group institutions is also essential.

Languages:
Fluency in English is mandatory for this position. Additionally, proficiency in another language such as Arabic, French, or Urdu is preferred but not required. This linguistic capability will enhance communication with diverse stakeholders in the MENAPP region and facilitate effective engagement in various contexts.
