Job Overview: The International Consultant on Governance, Peace and Security will play a crucial role in supporting UN Women's mission in the Asia-Pacific region. This position involves providing technical support for the development of new initiatives related to governance, peace, and security, particularly focusing on women's leadership and participation in decision-making processes. The consultant will be responsible for preparing concept notes and project documents that align with UN Women’s strategic plans and donor agreements. Additionally, the consultant will maintain an up-to-date understanding of regional developments concerning women's human rights and integrate this knowledge into policy development and advocacy efforts. The role also includes supporting the GPS Team in providing technical assistance to UN Country Teams and facilitating the development of non-traditional programming related to Women, Peace and Cybersecurity, and Climate, Peace and Security. The consultant will work closely with various stakeholders, including UN agencies and civil society organizations, to coordinate events and initiatives that promote governance, peace, and security in the region.
Duties and Responsibilities: The International Consultant will undertake a variety of tasks, including:
Providing technical support for the development of new areas of work on Governance, Peace and Security in the Asia-Pacific region.
Preparing concept notes and project documents in line with UN Women’s strategic frameworks.
Supporting the Governance, Peace and Security Team with ASEAN-related technical assistance and proposal development.
Maintaining knowledge of regional developments related to women’s human rights and integrating this into policy and advocacy efforts.
Supporting technical assistance to UN Country Teams and human rights mechanisms to enhance gender equality analysis and reporting.
Developing non-traditional programming focused on Women, Peace and Cybersecurity, and Climate, Peace and Security.
Designing, implementing, and monitoring governance and peace-related programs, contributing to institutional learning and accountability.
Collaborating with UN Women Country Offices to provide guidance and support for initiatives focused on governance and human rights.
Organizing and coordinating events with stakeholders in governance, peace, and security. 1
Preparing briefing notes, background papers, and other materials for senior management. 1
Performing other duties as required.
Required Qualifications: The position requires a Master’s degree in social sciences, conflict studies, gender studies, international affairs, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must have at least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of programs related to Governance, Peace and Security. Technical experience in advisory and advocacy work with governments and civil society on gender issues is essential, particularly concerning women's leadership and emerging issues like climate change and cybersecurity. Previous experience with UN Women or other UN agencies is an asset, and familiarity with the Asia-Pacific region is preferred.
Educational Background: Candidates must possess a Master’s degree in relevant fields such as social sciences, conflict studies, gender studies, or international affairs. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of governance, peace, and security as they relate to gender issues.
Experience: The position requires a minimum of 5 years of progressively responsible experience in the relevant fields at either the national or international level. This experience should encompass the design, planning, implementation, monitoring, and evaluation of programs specifically related to Governance, Peace and Security. Candidates should have a strong technical background in programming and advocacy work, particularly in relation to gender and governance, peace, and security, including women's leadership and decision-making.
Languages: A strong command of written and oral English is mandatory for this position. Knowledge of another UN official language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.
Additional Notes: This consultancy is home-based, with official travel potentially required, managed according to UN Women travel policy. The service will be rendered on an 'on-call' basis, meaning that there is no guarantee of the maximum contract amount being utilized during the term of the agreement.
